Can anyone count how many destroyers are under building in this one single Chinese shipyard?

. . .
Nine destroyers in the water, at least 3 more in assembly hall, and several fabricated modules for two or three destroyers.

That is 8 destroyers in out-fitting and sea trial stages, 5 more under construction and one in-service destroyer #172 went back for maintenance. And also modules of aircraft carrier 003 and not less than six LCACs.

Very efficient rate of production.

. . . .
We now have photographic evidence that Jiangnan Shipyard can handle 15 destroyers under construction/outfitting/modules at the same time.

At Dalian Shipbuilding, we have a picture of 5 destroyers undergoing outfitting.

But we also know that the Dalian dry dock can hold 4 additional destroyers with modules on the side.

That means between these two shipyards, China can handle 20+ destroyers under construction at any given time.

This is still based upon China's self-controlled attitude towards defense budget: 1.3% of GDP (official budget number) , or 1.9% of GDP (SIPRI estimation). A very humble & self-restrictive defense spending ratio, if compared to other countries like US, India, or even Vietnam
