Common mate.. How can a guy who has stolen and only returns fearing repercussions be termed honest?

Most people are honest fearing repercussion. That is why we have Laws an Police and courts.

Tax rates were high when there were far less number of people under highest income tax slabs but since now number of people in the category is going high every year the slabs must be lowered but to say past offenders are honest of they declare there black income is absurd
