BIRATNAGAR, May 4 :UCPN (Maoist) leaders and cadres have fiercely criticized party chairman Pushpa Kamal Dahal as his political paper has remained conspicuously silent about the party´s views toward India.
In the past he used to term the southern neighbor as ´Indian expansionist´ and had repeatedly demanded abrogation and revision of unequal treaties including the 1950 Nepal-India Friendship Treaty.
Dahal, however, in his paper presented on Friday accused the western countries of unnecessarily meddling in Nepal´s domestic affairs. As many as half dozen group leaders out of 22 criticized Dahal´s political paper on the issue while presenting the conclusion of group discussions on Sunday and Saturday.
"The political document seemed to have taken a ´U´ turn from our earlier policy toward India. India and China have been viewed from the same point of view, which is wrong," a representative quoted group leaders as saying during the closed session.
Dahal used to describe the south neighbor as ´Indian expansionist´ prior to its seventh general convention, convened at Hetauda last year. Dahal had stated only ´expansionist force´ without mentioning the name of India in his political document presented in Hetauda general convention.
In the political paper presented at the national convention underway here in Biratnagar, he has stated that, "Nepal´s distance with China and India is decreasing in the recent years due to the economic and national security interests of both the neighboring countries.”
"The movement of our national liberty will be weak if we only focused on criticizing the westerns, while maintaining equidistance with India and China. Thus we should not be afraid of standing against the Indian expansionist tendency," said youth leader Yubaraj Chaulagain while presenting conclusion of a group in the closed session.
Leaders have said that they would not accept Dahal´s political paper without correcting it properly in line with the party´s policy toward India. "We have burning issues with India such as border-related problems, political interference, losses incurred due to bilateral trade and unequal treaties," said Yubaraj Dulal (Sharad) in the closed session.
Ramnarayan Bidari also criticized Dahal´s paper for not comprising critical issues about Nepal-India relations. Other group leaders Himal Sharma, Jagrit Rayamajhi, Hit Bahadur Tamang, among others, also charged Dahal with being silent on party´s views toward India. "We should not be afraid to use the term ´Indian expansionist´. If we remain silent on this issue it would be construed that we have accepted their interference," said another leader.
" The chairman seemed to be refraining from irritating India, as both our neighbors, India and China, are emerging as world powers," the leader told Republica, requesting anonymity.
Representatives demand probe into leaders’ property
The district representatives of the UCPN (Maoist) have asked party to make public the report of the two committees formed earlier to probe into corruption in the cantonments and to study the property details of the party leaders.
While commenting on the party chairman´s political document, most of the members of 22 groups formed for the purpose noted that the paper is silent over the reports of the committees. One of the committees led by Posta Bahadur Bogati was formed to investigate into alleged scam across the cantonments of the former Maoist rebels, and the other panel led by Amik Sherchan was to study the property details of the party leaders.
While presenting his view on Dahal´s document, Yubaraj Dulal (Sharad), former Maoist commander, demanded that party published the findings of the committee formed to investigate irregularities in all the cantonments before the combatants left the place to be integrated into the national defense force or for voluntary retirement.
Similarly Kamala Nakarmi and Bhagawati Pradhan also asked to make public the reports of both the probe committees.
Meanwhile, the group members participating in the discussion also dubbed senior leader Baburam Bhattara´s differing view on Dahal´s political document as abrupt and against the party system. They were of the opinion that Bhattarai should have discussed the matter within the party before presenting counter views on the party chair´s proposal in the national convention.
However, they demanded to include Bhattarai´s positive suggestions before finalizing the party statute. The groups have also demanded amendments to the provision that allows two third of the central committee members to dissolve the party in the proposed party statute.
According to the party leaders, youth representatives have demanded an election to choose the Central Committee members while the top leaders are said to be making an attempt to elect members through consensus.
´Unity with CPN-UML unnecessary´
Leaders have also rejected Dahal´s proposal for party unification with the CPN-UML. However they have welcomed the proposal for party reunification with the CPN-Maoist while presenting conclusions of group discussions. “The proposal to make possible unity with the UML is unnecessary. There should be unity only with other Maoist party," said Chaulagain.
Leaders said that the majority of group leaders have welcomed the proposal to seek possible unity with the CPN-Maoist.
According to party spokesperson Dinatath Sharma, the discussion on the party chief´s document has concluded. The closed session is scheduled to resume on Monday at 8 am. Dahal would respond to the remarks on his document before the closed session concludes.
