ISLAMABAD: The federal cabinet on Friday approved the formation of a committee which will deliberate whether treason proceedings under Article 6 should be initiated against PTI’s top leadership, including the party’s chairman, Imran Khan.

In a post-cabinet meeting press conference, Minister for Information Marriyum Aurangzeb said the cabinet approved the formation of a committee under Minister for Law Azam Nazeer Tarar.

The information minister said the cabinet, which met with Prime Minister Shehbaz Sharif in the chair, welcomed the Supreme Court’s detailed judgment in a suo motu case related to the ruling by former National Assembly deputy speaker Qasim Suri on the no-confidence motion against then-PM Khan.

On April 3, before voting could commence against Khan, Suri dismissed the vote, describing it as "unconstitutional", and backed by "foreign powers".

The SC's detailed judgment, however, rejected PTI's foreign conspiracy claims and said the courts give verdicts on evidence, not speculations.

The court noted that no inquiry was ordered into the matter to ascertain the nature or extent of involvement of any person in Pakistan to seek or receive the support of a foreign state to move the no-confidence motion.

Moreover, in an additional note, Justice Mazahar Alam Khan Miankhel observed that President Arif Alvi, then PM Khan, then NA speaker Asad Qaiser, ex-deputy speaker Suri, and former law minister Fawad Chaudhry had violated their authority, and left it up to the parliamentarians to decide whether their acts could be prosecuted under Article 6.

“A special committee has been formed under the chairmanship of law minister Azam Nazeer Tarar [...] which will present its suggestions in the next meeting of the federal cabinet,” said Aurangzeb in her briefing today.

Tayyaba Gul case​

Talking about Tayyaba Gul, who has claimed that she was asked to stay at the Prime Minister's House for nearly 20 days during Khan’s tenure, Aurangzeb said a commission has been formed to probe the matter.

“The PM's Office contacted Tayyaba Gul, and according to her, she was abducted and held captive at the PM's House for 18 days,” the information minister said.

Aurangzeb said Gul had launched a complaint on the PM’s Portal, but instead of listening to her complaints related to sexual harassment and sexual abuse, the woman was called to the PM's House and "held captive".

Gul, who has accused former NAB chief Justice (retd) Javed Iqbal of sexual harassment, has alleged that former premier Khan used her videos to have his National Accountability Bureau cases closed and blackmailed the then-opposition.

She has claimed that NAB turned against her when she refused to join Iqbal in a flat.

Gul alleges when she lodged a complaint on the prime minister’s portal, she was called by then principal secretary Azam Khan to the PM’s House.

The information minister said the PM’s Office, through these tactics, “compromised” a national institution.

“In light of all these claims, approval has been given to form an independent and transparent commission under the Commission of Inquiries Act, 2017,” Aurangzeb said.

The information minister said the law minister has been directed to come up with the terms of reference, the chairman of the commission, and the name of the panel members, and furnish them before the cabinet.

“Since this will be formed under the Commission of Inquiries Act, 2017, it will be time bound and the commission will decide how much time the probe can take,” she said.

Jo pichla Article 6 tha us ka kia hua? Can anyone please tell me, I can't seem to find the news where Musharraf was hanged.

I really want to know who advises these guys and tells them to go on with their stupid ideas.

Do you really want to do this to a party which has 155 seats in the NA? And is arguably the ONLY national party in the country?

ISLAMABAD (Dunya News) – The federal cabinet on Friday has formed a special committee to prepare proposals in order to initiate action under the Article 6 against the Pakistan Tehreek-e-Insaf (PTI) supremo Imran Khan and other party leaders over the Supreme Court verdict on the former deputy speaker Qasim Suri’s ruling regarding the no-confidence motion against former PM Imran Khan.

A meeting of the Federal cabinet was held under the chairmanship of the Prime Minister Shehbaz Sharif and during the meeting the cabinet termed the decision of the apex court as historic and said that the verdict ensured the protection of the Constitution.

Talking to media after the meeting, Federal Minister for Information Marryium Aurangzeb said that the cabinet has taken steps to implement the points raised in the detailed judgment of the Supreme Court’s and decided to form a special cabinet committee has been constituted to prepare proposals on the issue while the Law Minister Azam Nazir Tarar will head the committee.

The minister said the cabinet members unanimously approved a resolution which welcomed the Supreme Court’s verdict over Qasim Suri’s “unconstitutional” ruling.

“The detailed decision of the SC, based on the supremacy of the Constitution, is commendable as it has buried the ‘doctrine of necessity’.

It is an indictment of the previous government and those who held constitutional posts at that time. It has been proved that the last regime had violated the Constitution,” she said while reading aloud the resolution.

The resolution pointed out that the deputy speaker’s ruling against the no-trust motion was termed “unconstitutional”, while the National Assembly’s dissolution was declared “null and void”, the minister added.

The verdict, she said, had made it clear that the “narrative of regime change under a foreign conspiracy” was fabricated, false, and baseless. The resolution also mentioned that the previous government made serious efforts to damage economic security and national interests on the foreign front and that too just out of the then rulers’ “lust for the power”.

It was noted that the honorable court had rightly pointed out that if it (regime change conspiracy) was such a grave matter then why the Imran Khan government did not take any action and rather remained silent over it, the minister stated.

The resolution highlighted that the National Security Council had twice rejected the foreign conspiracy narrative, Marriyum added.

The entire cabinet was unanimous that the nation would have to decide collectively that no one should dare to attack the parliament and democracy, and deprive the masses of their right to rule in future, she said, while terming the apex court’s decision a major milestone in that regard.

To a query, the minister said the names of Pakistan Tehreek-e-Insaf (PTI) leaders, who had disrespected the constitutional offices were mentioned in the apex court’s decision.

Marriyum said the cabinet also discussed the matter related to Tayyaba Gul, who had lodged a complaint on the Citizen Portal, seeking justice for alleged “sexual abuse” and “sexual harassment” by former National Accountability Bureau chairman Justice (retired) Javed Iqbal.

Instead of addressing her complaint, the minister alleged, the former rulers abducted her and kept her hostage in the Prime Minister’s House for 18 days. All the evidence collected from Tayyaba Gull was used by the PM Office to blackmail and pressurize the former NAB chairman for victimizing the political opponents of Imran Khan.

Not only the highest office of the country was misused but also an institution was compromised just to achieve political benefits, she added.

Keeping the details in view, the minister said, the cabinet decided to form an independent and impartial inquiry commission under the Commissions of Inquiry Act, 2017 to probe the Tayyaba Gull harassment case. A draft of its terms of reference (TORs) was also discussed in the meeting.

The law minister was tasked to finalize the ToRs and suitable names for the commission’s head in consultation with the cabinet’s committee, she added.

Marriyum said the commission would be bound to complete the investigation into the matter within a specific time frame, which would be approved by the cabinet.

She regretted that the PM Office and the Citizen Portal were used for blackmailing, while no action was taken on the complaint of the woman.

She said the complaints of women against Javed Iqbal were also received from the Commission of Inquiry on Enforced Disappearances, which was also headed by him. Those complaints would also be sent to the said commission.

At the outset of briefing, the minister said the cabinet discussed the flood situation across the country and directed the National Disaster Management Authority (NDMA), provincial disaster management authorities (PDMAs) and provincial governments to remain vigilant to deal with any emergency situation.

The cabinet offered Fateha for the souls of those who had lost their lives during the recent floods and directed that compensation should be provided to their affected families at the earliest after a joint survey by the NDMA, PDMA and respective provincial governments.

The minister said rescue and relief efforts of all agencies, including Pakistan Army, police, PDMAs and NDMA during the natural disaster were appreciated. The cabinet also directed all aid agencies to remain active in the field to ensure protection of life and property of the people.

She said following the recent reduction in fuel prices in the global market, the prime minister announced a cut in the per litre price of petrol by Rs 18.50, diesel by Rs 40.54, kerosene oil by Rs 33.81 and light diesel by Rs 34.71.

The cabinet, she said, directed for monitoring to ensure reduction in the public transport fares so that commuters could get the maximum benefit of decrease in the prices of petroleum products.

The present government had to take tough decisions after coming to power, but now tit was passing on the benefit of the commodities’ decreasing prices to the people, she added.

“The reduction in fuel prices is a continuation of the promise made by Prime Minister Shehbaz Sharif to the masses,” Marriyum maintained.

The former government, she said, had reached an agreement with the International Monetary Fund (IMF) on weak grounds and strict terms. The former rulers had in fact laid economic mines for their ulterior political objectives.

“When he (Imran) learned that the no-confidence motion against him would be successful, he violated the IMF agreement, which had not only resulted in an economic catastrophe but also put the country’s stability at stake,” she remarked.

The minister said the present government with sheer hard work had revived that agreement and at the same time presented a pro-poor budget in which the common man was given relief. The country was now on the path to economic independence.

She said PM Shehbaz Sharif congratulated his cabinet members on the successful agreement with the IMF and appreciated the efforts of Finance Minister Miftah Ismail and his team, and also hailed Foreign Minister Bilawal Bhutto Zardari and his team for providing their full support in that regard.

The prime minister hoped that it would prove to be the last IMF agreement for Pakistan as self-reliance and economic self-sufficiency should be the goal, she added.

In 2015, she said, the Nawaz Sharif-led Pakistan Muslim League-Nawaz government had completed the IMF programme and by the grace of Allah, the present regime would also complete the programme as well.

The cabinet, on the recommendation of the Interior Ministry, approved an amnesty scheme for foreigners residing in Pakistan beyond the stipulated period, she said, adding many people had been arrested for overstay but fines were so high that they could not pay.

“Under this scheme, about 408,000 foreigners residing in Pakistan have been given a respite till December 31, 2022 to leave Pakistan for their respective home countries,” she said.

The minister said the Information Ministry would also launch a campaign in that regard in collaboration with the Ministry of Interior.

She said the cabinet also ratified the decision of Economic Coordination Committee (ECC) meeting of July 5, 2022 to import 3 million tonnes of wheat. The PM directed the Cabinet Committee on Procurement of Wheat to complete the process keeping in view the falling prices of wheat in the international market.

Marriyum said the cabinet also ratified other EEC decision regarding the clearance of commercial goods stopped at ports after the import of luxury items was banned.

In that regard, the cabinet decided to clear the goods arriving within two weeks after the ban by paying 5% duty and the goods arriving after that by paying 15% duty, she added.

The Privatization Division submitted the report of the Cabinet Sub-Committee on Privatization on the basis of which the cabinet approved in principle the Government to Government Commercial Transactions Ordinance.

Replying to media persons questions, the minister said that during the past four years of PTI rule, the leaders of opposition parties were victimized on political grounds. However, the court verdicts and UK’s National Crime Agency’s decisions vindicated the PML-N leadership and it was proved that no corruption, money laundering or misuse of authority was done.

The opposition leaders also faced media trials through journalists like David Roze, she added.

To a question, she said the PTI was using the screen of a particular television channel for their ulterior political motives and the content of that news channel could not be termed journalism.
