The current limitation for high powered lasers that could engage armored ships and not only boats and missiles is that the engineers cant put a power pack big enough onto the ship to power it.
The breakthrough is "scheduled" to happen in this decade. US Navy researchers and engineers plan to operate a 1MW (in comparison-present laser is at 15kW) by 2020.
It is presumed the laser would have the cutting power to slice through 20 feet of steel in a second at that power.
