You know those multi million dollar high tech laser designators/FLIR etc onboard F-16s, Sukhois, Migs etc? They work well only in a clear environment. The performance takes a hit during cloud/snow/rain/haze etc.

The laser designators onboard combat aircraft are located at a few thousand feet ie
depending on the altitude of the plane

here we are talking of ground based sensors with an effectiveness of a few hundred feet

Secondly in bad weather when visibility is already poor any device that
helps security forces is always welcome

Basically these laser devices are bad weather friends ; they will supplement human eyes

Even now the forces use some technology in the form of LORROS ; thermal imaging cameras
Passive night vision devices
