Similar tactics used against Egypt, they give over $1bn in military aid every year to keep General Sisi inline.
If you look at both countries, they have large populations, sit in strategic areas in the world and have strong militaries. Also both countries going through economic issues, any sort of aid makes one an addict, better to get rid of it and become self sufficient asap.

Indians have no money to buy rafales .how can they buy pak army ? 31bn$ paid by USA only in afghan war . Total EU NATO USA aid may be 50bn$ . Can india pay this much ?
India does not need to buy them to serve their goals and work for them, USA provide these services of Pakistan Army to India for free.
I do not know even if India pays that much Pakistani army will fall for the devil
They wish they could look like this but the truth in US always keep them beneath their boots.
