That is what true tyranny and fascism looks like. It is not illogical, it is evil logic:

1. someone tried to land on the island, shoot them
2. uh oh it was civilians. better shoot them all and burn the evidence.

If you are open minded, there are hundreds of photos, eye witness testimonies, etc. that record the crimes of the ROC both before Taiwan and on Taiwan that were never, ever punished. They did this sort of thing all the time.
