Fifty hurt as violence erupts in Bangladesh tribal region

DHAKA: Bangladesh deployed the army at another southeastern hill town on Tuesday after 100 houses were burnt in fresh clashes between Buddhist tribals and Bengali Muslim settlers, police and witnesses said.

More than 50 people were injured in Khagrachhari town in the Chittagong Hill Tracts, 300 km (188 miles) southeast of Dhaka, after settlers attacked tribals who were protesting against deadly clashes on Saturday between the two groups.

Thousands of landless Bengalis were settled in the 5,500-sq- miles (14,200 sq km) region, bordering India and Myanmar, under a government plan in the 1980s to ease population pressure in the plains and also to defuse a tribal insurgency.

Relations between the settlers and the tribal groups have been tense over land ownership, often leading to violence.

On Saturday at least two tribals were killed and around 100 others including settlers were injured before the army brought the situation under control in Baghaichhari, a town 80 km (50 miles) northeast of Khagrachhari.

A tribal organisation, the United People's Democratic Front (UPDF), called for the protests, including a blockade of roads in the hill towns.

The Bangladesh government signed a peace deal in 1987 with tribal Shanti Bahini guerrillas who had waged a 25-year insurgency for political autonomy in the Chittagong Hill Tracts.

The UPDF is opposed to the deal, saying it has failed to establish the rights of tribal people. –Reuters

There are might be some death as well. This whole things were predicted by BNP and that is why we have saying that it wasn't a good move to withdrew army posts and now this happen. These isnurgents must be kept dimise all the time to preven unrest in the region. Let us see how la-hsnisa's failed government take care the situation.

Now some facts

On February 15, 1972, Manabendra Narayan Larma founded the Parbatya Chattagram Jana Sanghati Samiti (PCJSS), seeking to build an organisation representing all the tribal peoples of the Hill Tracts. Larma was elected to the Bangladesh Jatiya Sangsad, the national legislature of Bangladesh as candidate of the PCJSS in 1973.

When Larma's continued efforts to make the state recognise the rights of the tribal peoples failed, Larma and the PCJSS began organising the Shanti Bahini (Peace Corps), an armed force operating in the Hill Tracts area, which began attacking state security forces in 1977.

Being the main leader of the PCJSS and the Shanti Bahini, Larma consequently went underground, into hiding from state security forces.However, factionalism within the PCJS weakened Larma's standing and he was assassinated on November 10, 1983.

This award was given to Mr.Mohammed Yunus back in 1998. 8 years before he was awarded Nobel.

Which means his work was recognized by India with an award before Nobel committee.

How can such award be worthless?

Even Shanti Bahini leaders acknowledges Indian help,but yet some Indians refuse to believe that.One example of Indian help:

Had India not given them arms,their struggle (read terrorism,as they indulged themselves in kidnapping,killing and extortion) would not have gained such momentum.

Some Indians are fond of calling Bangladesh a "terrorist safe heaven",whereas they completely ignore the fact that they have been harboring terrorists too.

I had visited Rangamati earlier this month it was calm.Within 2 weeks the situation completely changed.
Life is so unpredictable.

Thank you for posting. I recalled now that i was reading a Bangladeshi paper and there the writer had put some light on Indian support to Shanti Bahini.


I dont know why but i always feel that India can never be honest with Bangladesh either.

AGARTALA, India— For more than a decade, India has secretly provided arms and money to tribal insurgents fighting for an autonomous state in Bangladesh, rebels given sanctuary in this border area say.

A senior security official here confirmed the assistance and said an undetermined number of rebel fighters had stayed along the border near camps of Indian paramilitary forces.

''The Government is giving them help,'' the official added, without elaborating.

The rebels, who are mostly Buddhists, belong to the Chakma and other tribes in the Chittagong Hills of Bangladesh. They say they are being persecuted and pushed off their fertile land by an influx of ethnic Bengali Bangladeshis, who are overwhelmingly Muslim. Elections Are Planned

President H. M. Ershad of Bangladesh is planning to hold elections on June 25 to give some local autonomy to the Chittagong Hill Tracts, but the Shanti Bahini, the guerrilla organization fighting the Government, has called for a boycott of the vote and declared it will disrupt balloting.

A spokesman for the rebels said Indian officials began to provide arms and money in 1976, after the assassination in a military coup of Sheik Mujibur Rahman, Bangladesh's first President and a friend of India.

The spokesman, Bimal Chakma, said the Indian Government had not given as many weapons as were needed. ''At the beginning we got some consideration, but it is very low compared with what we need.''

The Shanti Bahini has an estimated 500 guerrillas. Over the years, the insurgents have increased their armory by capturing weapons through raids on Bangladesh military units. The rebels in the Chittagong Hill Tracts also picked up large caches of Chinese semi-automatic weapons during the 1971 Indo-Pakistan war. Past Help for Pakistani Rebels

India also armed, trained and financed ethnic Bengali rebels seeking to break away from Pakistan, of which Bangladesh, then East Pakistan, was a part. The guerrilla attacks escalated into a war between India and Pakistan in 1971 after 10 million people fled military atrocities into India. Pakistani troops were routed and Bangladesh was created.

The Shanti Bahini, which means peace corps in the Bengali language, was formed in 1972 after a rejection of demands for autonomy, preferential treatment and an end to the Muslim influx. The Shanti Bahini says it has killed more than 500 members of the Bangladeshi military and the police as well as Muslim settlers.

''We are not separatists and we do not want armed intervention by India,'' said Mr. Chakma, the rebel spokesman. He said they wanted a stop to Muslim settlers, protection of the region's demographic character, free elections and extensive economic and political powers.

Sudhir Ranjan Majumdar, the Chief Minister or top elected official of Tripura state in northeast India, said the state did not ''harbor any Shanti Bahini, although their political wing is here.''

''We have a foreign mission here to consult with the Indian Government,'' a rebel official said. ''When there are bad combing operations by the Bangladesh army our fighters cross the border for security. They also come on leave from the campaigns.'' An Exodus to India

Since 1986, India has absorbed more than 51,000 refugee tribespeople, nearly 9,000 of them in the last two weeks, as they flee what is said to be military repression in the region. The refugees include supporters of the Shanti Bahini and leaders of the movement's political wing, the Jana Sanghata Samiti or People's Struggle Organization.

Bangladesh is the world's most densely populated region and one of its poorest. Since it was formed, Muslim settlers have been moving from other parts of the country to the lightly populated Chittagong Hill Tracts. The influx has changed the ethnic composition of the place and brought tension and clashes in its wake.

The current population of the Chittagong Hill Tracts is about one million, with nearly 600,000 tribespeople. The rest are Muslim settlers.

Bangladesh has stepped up a bitter army campaign against the Chakmas, sending them fleeing into India several times in the last 17 years. The 1986 exodus was the biggest. Rights Violations Reported

Amnesty International, the human rights organization, has reported serious violations of human rights in the Chittagong Hill Tracts by Bangladeshi military personnel, including rape, torture and indiscriminate shooting. Recent refugees say the assaults on women, capture of farmland by Muslim settlers and killing of Chakmas is continuing.

The weariness with fighting is showing and the Shanti Bahini held six rounds of talks over the last year with Bangladeshi officials. However, there has been little progress, Mr. Chakma said.

Is it true?

Yes, India was behind the creation of Shanti Bahini. India also supported a 5-year long rebellion by Qader Siddiqui by giving shelter to him and his 15,000 private troops and from there to operate inside BD. These two events have made us worry about Indian intention. It wants a weak BD always being tormented by internal conflicts.

Curfew slapped on Khagrachhari

The authorities imposed a 10-hour curfew in Khagrachhari town and its surrounding areas from 9:00pm yesterday in the wake of fresh violence between Bangalee settlers and indigenous people in the area that left a Banglaee settler dead.

Around 50 people were injured and 66 houses reduced to ashes during the clashes yesterday that forced the authorities to roll out the army in the afternoon.

Muhammad Abdullah, deputy commissioner of Khagrachhari district, told The Daily Star that he imposed the curfew to avoid any untoward incident during the night.

The dead was identified as Anwar Hossain, 22, a class-IV employee of Khagrachhari municipality office. Shahidur Khan, officer-in-charge of Khagrachhari Police Station, said Anwar was shot in the head.

Bangalee settlers set fire to at least 37 houses of indigenous people--20 in Mahajanpara, 10 in Narankhiya, four in Habongpuriya and three in Narikelbagan.

Indigenous people also torched at least 29 houses of Bangalee settlers--10 in Mohammadpur, seven in Shaalbagan, five in College Gate, five in Senakalyan and two in Masterpara.

The body of Anwar, son of Rawshan Ali, was recovered at Shalbagan shortly after the houses were torched there.

Twenty vehicles were also vandalised during the clashes in the district headquarters. A number of journalists, including Talat Mamun, reporter of private television ntv, were among the injured.

Bangalee settlers allegedly broke the cameras of Channel i and Desh TV when camera crew Dilip Chowdhury and Mongsapru Marma were filming the clashes.

Witnesses said the clash broke out around 11:30am after a group of settlers belonging to Parbatya Bangalee Chhatra Parishad chased a procession of the United People's Democratic Front (UPDF), a platform of the indigenous people.

UPDF leader Ujjal Smriti Chakma alleged that Bangalee students chanted provocative slogans as their procession reached Bhanga Bridge area.


UPDF brought out the procession as part of its daylong protests against the violence in Baghaichhari upazila in Rangamati district that left two people dead and many others injured.

Earlier, the indigenous people had also barricaded roads and waterways in Khagrachhari and Rangamati districts to press home their six-point demand. The indigenous demonstrators started gathering at more than 15 points in the town. They torched a truck in front of the Collegiate High School around 7:30am.

As the feuding groups started torching houses in the afternoon, the authorities imposed Section-144 in the town to stave off the spread of violence, reports our Khagrachhari correspondent.

The volatile situation started to calm down around 4:00pm after joint forces of the army, armed police battalion and the police began patrolling the town roads.

The joint forces with megaphones asked residents to remain indoors and that if anyone was found outside, they would be arrested.

Khagrachhari Sadar Hospital sources said seven people hurt in the clashes were admitted to the hospital while 12 received first aid.

State Minister for Home Shamsul Hoque Tuku and Home Secretary Abdus Sobhan Sikder will visit the violence-prone areas of CHT today and hold meetings with the army, the indigenous people and the settlers.

"We cannot let the situation continue. We will ask all parties to show restraint and bring an end to the clashes," the home secretary told The Daily Star last night.

Meanwhile, the government yesterday allocated 100 tonnes of rice, Tk 5 lakh in cash and 500 corrugated iron sheets for the indigenous people affected by the recent violence and torching of houses at Bagaihat-Gangarammukh of Baghaichhari in Rangamati.

The Ministry of Food and Disaster Management allocated the aid under Gratuitous Relief in favour of Rangamati Deputy Commissioner for distribution among the affected people, says a food ministry press release.

Our Rangamati correspondent adds: Members of the civil society in Rangamati formed a human chain demanding a fair investigation into Baghaichhari violence.

Around 1,000 people took part in the human chain in front of the Rangamati deputy commissioner's office around 10:00am.

They also demanded immediate arrest and punishment of the people responsible for the incident, withdrawal of army camps and removal of Bangalee settlers from the areas.
