The answer is because Kabul's support fr terrorism in all its manifestations has shown that we can't trust it. Everyone has its own proxies including India. It doesn't mean that their military is incompetent. That is how the game is played today. Dirty game may be. But that's how it is. USA bombs AQ in Yemen but helps it in Libya. That is the world we live in today. We need a friendly regime in Kabul at any cost. If we can be assured that peacefully then fine. If we need militancy for that then be it.

Things seem to be going backwards ever since Bajwa took over. The number of people killed year to date in terrorist attacks seems to be quite a bit higher than the number of people that had been killed in 2016 during the same timeframe. And not very much has happened in terms of counter terrorist ops. Radd-ul-Fasaad has been very quiet after February-March. Khyber 4 won't produce much results because most terrorists now are in the urban areas.
