Siachen was NOT a disputed area; there were no troops. There is no access from the glacier to the Karakorum Road. It is 178 kms from Skardu to Parri. The glacier is far east from even Skardu.

There was no untold pact. The PA was actually equipping itself to occupy the glacier and got found out by accident.
