It is without a doubt their biggest issue is weapons and ammo, Modi's policy has seen recruitment become easier for them with more and more people believing that the only solution is a violent one. Should an insurgency rise in Kashmir, India won't be going to war with Pakistan until its put down. And an insurgency can very well be hard to deal with, specially in mountainous regions.
