Defesa escolhe o Rafale e decisão final será do presidente
After much speculation , the Ministry of Defence decided to pick the Rafale fighter , made in France , to join the Brazilian Air Defense .
The decision was based only on technical issues
.
President Luiz Inacio Lula da Silva will convene the National Defense Council to discuss the matter.
An explanatory memorandum of about 40 pages will be signed by Defence Minister Nelson Jobim , and the commanders of the Air Force , Brigadier Juniti Saito, and Navy , Admiral Moura Neto, confirms the choice.
The document is divided between the positives and negatives of each of the three finalists aircraft - Rafale ( Dassault ), NG Gripen (Saab ) and F -18 ( Boeing).
Each paragraph refers to documents prepared by the Air Force and Navy .
The Navy was consulted in order aircraft carriers from 50 tons to be built in the future.

It was also ensured the participation of Embraer in all stages of the project.
In addition, the company is negotiating with France the development and sale of KC -390 military cargo .
In December last year the Air Force delivered a report which put the F -18 as the winner and not the Gripen , as speculated .
Nelson Jobim told FAB redo the document to bring the score to the National Defense Strategy (END .)
The FAB would use the same criteria as the FX1, that was canceled at the beginning of Lula's first term in 2003.

At the time , the cost of maintenance , the unit price of the plane and pack the items were commercial counterparts who had higher scores .
This time, technology transfer worth 40 100 points. At the end of Fernando Henrique , was worth just 9 points at 100.
The Gripen NG has a better assessment on the transfer of technology, but lost many points on other items and was considered a high risk project .
In practice, the Swedish plane had only good early in the evaluation process.
The Rafale , in turn , it was not bad on price .
The Gripen flight hours is estimated at between $ 7 and $ 8000 . Saab has promised that he would be at $ 3000 .
Confirmed the decision , Saab is in trouble because the Gripen NG is the only enterprise project along with the modernization of the C and D versions of the same plane.
Even Sweden has not purchased the plane and will only do so if the deal with Brazil out.
But the Rafale has delivered over 100 units and another 180 orders. The model is well evaluated in the UAE and Switzerland.
F- 18 Super Hornet, Boeing is well placed in India.

News Analysis

The fact that the Ministry of Defence has chosen the Rafale does not mean that the process is completed or will be confirmed by President Lula.
There is an election in the near future and would be no surprise that the decision to stay for the next administration.
The choice was technical .
The government believes can compensate, under the strategic alliance with France , the fact of the Rafale is the most expensive among the three finalists.
Embraer also gained a great deal.
Elected Gripen , it just would participate in the project. With the Rafale , will be leading the process .
The company also involves the development and commercialization of the KC -390 freighter in the business.
The United States could not , by law, closing a deal to buy the Super Tucano in return for selling the F -18 , as speculated recently.
Jobim called for changes because it accepts a purchase shelf , as I said several times in public hearings held in Congress.
He wants the industrialization of Defense and the field of technology in Brazil.
And he believes this is possible with the election of the Rafale.

Wise decision.. hope India follows too.. after the goodwill from Garuda exercise!!!

Now that's some news! Brazilians picked a French fighter over American! I was expecting Super Hornet to win this deal because of the influence Washington has over Brazilian policies and the latter's alignment. Seems like the French got a breakthrough after their desperation to sell off the fighters and therefore reduce their unit costs.

Technically, Dassault would have got a boost from this decision and is now waiting for two more deals to take place:

- Our 22-fighter deal (Switzerland)

- India's 126=74 jet deal (MMRCA)

I was expecting Indians to save the French aeronautical industry with their deal first but Brazil took that slip away.

That is no surprise...Lula has been cocking a snook at America for some time. He made the deal along with Turkey on reprocessing Iranian nuclear fuel over American objections. Lula wants to replace American influence in South America.

well its good i hope now rafale will soon be in Indian air force too

I dont think Indian MRCA deal should be influenced by the Brazilian deal...

it well might be a political decision...it was quite evident from a very long time that they will slect rafale and thats what has happened.

IAF should go for the fighter best suited for it, according to its needs.

I for one would want Eurofighter Typhoon...it will be not just the best plane but also generation edge.
