They don't have the capacity and experience to make it real. You need to have decades of experience on aircraft design to be able to design a 5th generation fighter, Japan so far demonstrated nothing.

Plus, its boss USA won't allow it to develop its own high tech weapon, that might undermine US's control of Japan. Japan's political and military freedom is really limited, largely is being controlled and governed by US

Among others, US Naval base at Yokosuka near Tokyo includes a permanently deployed aircraft carrier.
You know if US wants to pull a decapitation strike, none of the Japanese parliamentarians will survive.

Japanese Navy's very large (Hyuga class 18,000 tons full displacement) Helicopter Carriers are nothing but aircraft carriers. Its a little more than a mechanics job to convert them to fly F-35s or maybe even Superhornets. They have two of these.

agree, Japanese are insidious and aggressive, a loser in WWII having carriers, too dangerous. So U.S is using Japan against Russia and China.
We have to build more carriers, like 10 or more, push U.S navy back to Hawaii and take Japan under control.

So this country have to be controlled by China, U.S or Russia. But we can't accept that U.S uses it against China.

And if they use the gunboat diplomacy again, the Japanese people will most likely be angered over the situation and ask the US to pull out forces from there. The US needs to earn the trust and respect from the populace.

Japanese politicians know that they can't rely on US forever. This is why recently they have floated to china the idea of an east asia cooperation organisation made up primarily of Japan, SK, and china, with china and japan standing more or less on equal terms, like 2-2-1 influence ratio. But the reality is that china appears not too interested at the moment in this proposal. The reason is simple, time is on china's side. Why settle for 1-1-1 when in the future it could be like 7-2-1.

Japan cannot sit fence, she has to either lean toward US or China. Such is the fate of island nations. But she is torn between whether to make the switch now and have a greater say in any cooperation, or trying to hold out as long as possible.

Japan is an island nation, like britain. And she has similar uses for US. If you study history, you'll see that the british's primary political aim is to consistently prevent a unified mainland europe. It's the case with napoleon. It's the case with Hitler. It's the case for the soviet (the latter is a pan euro effort).

China, Russia, and India are three main continental powers to watch out for. When India becomes more powerful a balancing power would be elected in that region too.

Didn't the East Asian cooperation deal get strangled? I was always a little suspicious about Hatoyama's resignation.
