Altaf Batliwala, dressed as a woman, tries to slip inside an illegal building for an inspection; is mistaken for a terrorist and beaten up
A civic official who was out in disguise purportedly to survey illegal constructions in Byculla, was roughed up by residents who mistook him for a terrorist.
What added fuel to the mayhem fire was the fact that this assistant engineer of the building and development department of the civic body (C-ward) was dressed in a burqa, with his rather manly shoes peeping out from under the cloak.
According to the police, Altaf Batliwala reached Mohamaddi building in Null Bazaar at around 4 pm on Friday dressed in a black burqa. Since the building had no watchman, he walked in without any resistance.
It was only when Batliwala reached the second floor that he saw someone walk in from the other side. "Not knowing what to do, he (Batliwala) barged into my room which is close to the staircase," narrated local contractor Safiq Tauqeer Khan.
"My wife realised Batliwala was a man disguised in a woman's outfit as he was wearing men's footwear," he added.
Safiq's wife thought Batliwala was a terrorist. "She was sure he was here to launch an attack and started to scream to alert all the other residents of the building." In a matter of seconds a bewildered Batliwala found himself surrounded by angry residents and made a desperate dash for the exit. But he was outnumbered and outsmarted by the residents who pinned him down and called the police.
Senior inspector Khanderao Patil of JJ Marg police station confirmed the incident and said, "Batliwala was a BMC official who had attempted to enter the building to survey the illegal constructions. We are taking down the statements of the people, action will be taken accordingly."
Chanda Jadhav, assistant commissioner (C ward) said, "We have been receiving a number of complaints from that area and our commissioner wanted us to take immediate action.
However, every time our officers went to these buildings for a survey or to serve a notice, they had to face severe resistance." Jadhav also said that it was unfortunate that Batliwala's valiant attempt to slip in incognito failed had miserably.

What were these people thinking? what if he was a real terrorist ?people should actually run away from a suicide bomber not towards him
