Blue passport is suppose to be used for official visit.
Anyone willing to travel abroad for clubing, money laundering, or any private purpose should use green pass.
2 weeks visa processing is truly new thing, but dosn't mean it was all the time like this, in my youth (mid 90's) we could transit from Dubai without visa stamp on passport.

UAE is barring current government officials and diplomats, clearly you dont understand the difference between them but still no one can deny that the Gulf states have been acting out ever since Pakistan refused to sacrifice it's soldiers for their unholy sectarian war in Yemen. Remember the Izzraeli's using European passports to murder Palestinians in UAE? deny their journalist expansion there.

Nothing surprising, any way, Arabs do not treat Indian in good spirit either. If the guy is Muslim Indian, at least, they listen to him otherwise, it is one of the highly religion based judgmental society in general. Arabs nation always favors Pakistan with India.
