Denouncing the suspect as an "animal," President Donald Trump on Wednesday urged tougher immigration measures based on skills and other merit rather than a lottery after the deadly truck attack in New York City.

Trump noted during a Cabinet meeting that the driver in Tuesday’s attack entered the country through the "Diversity Visa Lottery Program" and called on Congress to "immediately" begin working to eliminate the program, which applies to countries with low rates of immigration to the U.S. Trump added, "We have to get much tougher, much smarter, and less politically correct."

Earlier Wednesday, Trump called the visa program "a Chuck Schumer beauty" _ a reference to the Senate’s Democratic leader.

Schumer fired back from the Senate floor, accusing Trump of "politicizing" the tragedy.

Officials said the attacker is an immigrant from Uzbekistan. Department of Homeland Security spokesman Tyler Houlton said he entered the United States legally under the diversity visa program in 2010.

Trump has backed legislation that would curb legal immigration and shift the nation toward a system that would place an emphasis on merit and skills over family ties.

The comments followed Trump’s Tuesday night statement that he had ordered DHS "to step up our already Extreme Vetting Program." Trump’s policy entails more stringent investigative measures intended to identify would-be immigrants who may sympathize with extremists or pose a national security risk to the United States.

During the 2016 presidential campaign, Trump proposed a total ban on Muslim immigration to the U.S. before embracing "extreme vetting." Trump’s efforts to block immigrants from several Muslim-majority countries have been tied up in federal courts.

The diversity visa program provides up to 50,000 visas annually by lottery. Applicants must have a high school diploma or meet work experience requirements. It was created as part of a bipartisan immigration bill introduced by the late Sen. Ted Kennedy, D-Mass., and signed into law by Republican President George H.W. Bush in 1990.

Schumer, a New York Democrat who was a member of the House of Representatives at the time, proposed a program for "diversity immigrants" in a bill he offered earlier that year.

Speaking on the Senate floor Wednesday, Schumer said he has "always believed that immigration is good for America." He also criticized Trump for "politicizing" the deadly attack, comparing his response to President George. W. Bush’s after 9/11.

"President Trump, where is your leadership?" Schumer asked. "The contrast between President Bush’s actions after 9/11 and President Trump’s actions this morning could not be starker."

He said Trump actually had proposed cutting anti-terrorism funding in his most recent budget.

"I’m calling on President Trump to rescind his proposed cuts to this vital anti-terrorism funding immediately," Schumer said.

Sen. Jeff Flake, R-Ariz., said on Twitter that Trump was unfairly blaming Schumer for the diversity visa program. Flake, one of Trump’s chief Republican foes in Congress, said Schumer was among a group of eight Republican and Democratic senators who proposed eliminating the program three years ago as part of a broader bipartisan bill to overhaul U.S. immigration laws.

Flake, who served on that "Gang of Eight" with Schumer, said: "I know. I was there."

The immigration bill ultimately failed in the GOP-led House after passing the Senate in June 2013, 68-32, with 14 Republicans joining Democrats.

Flake recently announced he’s not running for re-election but says he won’t be silent about Trump’s politics and behavior.

July 4, 2002

Hesham Muhammad Hadayet, an Egyptian national with a green card giving him permanent status in the US, killed two people and wounded four at an El Al ticket counter at Los Angeles International Airport. Hadayet also died. The FBI later concluded that it was an act of terrorism but that Hadayet was acting alone.

June 1, 2009

In 2009, Abdulhakim Mujahid Muhammad, an American-born convert to Islam, opened fire on an army recruiting office in Little Rock, Arkansas. Muhammad killed one soldier and wounded another. Muhammad, who previously lived in Yemen, claimed to be a member of the al Qaeda in the Arabian Peninsula. His lawyers produced an expert who testified that he was delusional and Muhammad eventually pled guilty to avoid the death penalty.

November 5, 2009

Army major Nidal Hasan opened fire in the Soldier Readiness Processing Center at Fort Hood, Texas. The American-born Hasan killed 13 fellow soldiers and wounded 32. Hasan was also paralysed in the attack. At his trial, he declared himself to be at war with America and investigators found that although he acted alone, he had accessed jihadist websites. Hasan was sentenced to death and is currently incarcerated in Fort Leavenworth, Kansas.

April 15, 2013

The Boston Marathon bombing attack was carried out by two brothers, Dzhokhar and Tamerlan Tsarnaev. The bomb placed at the finish line of the Boston Marathon killed three people and injured 264. The two later killed Sean Collins, an MIT police officer. In addition, in a firefight between the brothers and police, 16 officers were injured and another later died. Tamerlan, the older brother, died after he was shot by police and his brother ran over him in a car in an attempt to escape. Dzhokhar was apprehended and sentenced to death in federal court. The two Kyrgyz-American immigrants had been self-radicalised but learned to make their bomb from the al Qaeda online magazine Inspire.

July 16, 2015

Muhammad Youssef Abdulazeez attacked both a marine recruiting office and US Navy reserve centre. Abdulazeez first opened fire on the recruiting office from a car, wounding a recruiter inside. He then drove to a Navy reserve centre where he killed four marines and one seaman before police officers killed him. Abdulazeez was an American citizen born in Kuwait. Former FBI director James Comey later said Abdulazeez was “motivated by foreign terrorist organisation propaganda”.

December 15, 2015

A married couple, Syed Rizwan Farook and Tasheen Malik, opened fire on a Christmas party at the San Bernandino County Department of Public Health, where Farook worked. Fourteen people died and 24 were injured. Farook was born in the US and Malik was a Pakistani immigrant who married Farook in Saudi Arabia after they met on the internet. The two were later killed in a shootout with police. The FBI later described the two as “homegrown violent extremists” and found that they had radicalized before they met online.

June 12, 2016

American-born Omar Mateen killed 49 people and wounded 58 at the Pulse nightclub in Orlando, Florida. In calls made during his rampage at the gay nightclub, Mateen pledged allegiance to IS. After his initial assault, the attack into a hostage situation that lasted for nearly three hours. Eventually police stormed the nightclub and killed Mateen in a shootout. President Barack Obama later said that Mateen was “inspired by various extremist information that was disseminated over the internet”.

No one does anything without motivations. Even biological urges have motivations. We eat because of hunger, drink because of thirst, and have sex because of the urge to propagate the species.

Ideas needs the human agency to survive and prosper. When you believe in an idea, naturally, you want to evangelize it. YOU are that transport vehicle. If people ask why you do such and such, you tell them of that idea. Why you do such and such is NOT because of you, but because of that idea.

Well defined but have a question. What if attacker becomes very religious recently like growing beard, reading jehadi material, joining Islamic institute, reads what America, Israel, India etc are doing wrong to Muslims, attacks country percieved to be anti Muslim by most of the Muslim. Does it in name of Allah then? Add to it support to terrorists like laden, massod Azhar, Hafiz saeed etc by Muslim world. These guys motivate Muslims to attack non believers.

It can be difficult to draw the line between community influence and individual self-radicalization. Yes, there is much out there meant to invoke violence in the name of religion, in print, on the internet, and in speech. I think more can be done in the battle against the hate-propagandizers in both domestic and international courts.

Sayfullo Saipov says he was inspired by watching IS videos; propaganda material found on his phone
U.S. President Donald Trump on Thursday reiterated his call that the Uzbek immigrant accused of killing eight people when he drove a truck down a New York City bike path should get the death penalty.

The suspect, Sayfullo Saipov, told investigators he was inspired by watching Islamic State (IS) videos and began planning Tuesday’s attack a year ago, according to a criminal complaint filed against him on Wednesday.

Saipov, 29, also said “he felt good about what he had done” and asked for permission to display the flag of the militant group Islamic State in his hospital room, the complaint said.

Call for death penalty

Mr. Trump on Wednesday had suggested sending Saipov to the Guantanamo Bay military prison in Cuba where multiple detainees are held, but on Thursday said that move would have been too complicated.

“Would love to send the NYC terrorist to Guantanamo but statistically that process takes much longer than going through the Federal system...” Mr. Trump said on Twitter on Thursday.

In a subsequent Tweet, he added, “...There is also something appropriate about keeping him in the home of the horrible crime he committed. Should move fast. DEATH PENALTY!”

Saipov faces two charges, one of which carries the death penalty if the government chooses to seek it, Manhattan acting U.S. Attorney Joon Kim said.

The charges are one count of violence and destruction of motor vehicles causing the deaths of eight people and one count of providing material support and resources to a foreign terrorist organisation — the IS.

The maximum penalty for the first is death; the maximum for the second life in prison, Mr. Kim said.

Dzhokhar Tsarnaev, the surviving member of a pair of ethnic Chechen brothers who killed three people and injured more than 260 when they bombed the 2013 Boston Marathon in an attack inspired by the al Qaeda militant group, was sentenced to death in 2015. He is the only inmate among the 61 people on federal death row convicted for an act charged as terrorism.

Saipov’s charging document said he waived his rights to remain silent, avoid self-incrimination and have an attorney present when he agreed to speak to investigators from his bed at Bellevue Hospital Center in Manhattan, where he was being treated after being shot by a police officer.

It said he was particularly motivated by a video where IS leader Abu Bakr al-Baghdadi exhorted Muslims in the United States and elsewhere to support the group’s cause.

Investigators found thousands of IS-related propaganda images and videos on Saipov’s cellphone, the complaint said. The Federal Bureau of Investigation said it had located another Uzbek man, Mukhammadzoir Kadirov, 32, wanted for questioning as a person of interest in the Manhattan attack.

U.S. law enforcement officials, speaking on condition of anonymity because the investigation was continuing, told Reuters that Saipov had been in contact with Kadirov and another person of interest in the investigation.

Five Argentine tourists, a Belgian, a New Yorker and a New Jersey man were killed in the attack.

Saipov, who lived in Paterson, New Jersey, allegedly used a pick-up truck rented from a New Jersey Home Depot to run down pedestrians and cyclists along a 20-block stretch of the Manhattan bike path, before slamming into a school bus. He got out of the truck brandishing what turned out to be a paint-ball gun and a pellet gun, authorities said, before a police officer shot him.

Remanded to custody

Seated in a wheelchair, Saipov appeared for a hearing in Manhattan federal court on Wednesday before Magistrate Judge Barbara Moses. Public defence attorney David Patton was appointed to represent him.

Saipov did not ask for bail and was remanded to federal custody. It was not immediately clear where he would be held.

A year ago, he first planned an attack in the United States, before settling two months ago on a vehicle strike, prosecutors said.

“He appears to have followed almost exactly to a 'T' the instructions that ISIS has put out in its social media channels before with instructions to their followers on how to carry out such an attack,” senior police officer John Miller said.

Earlier on Wednesday, Mr. Trump called him “this animal” and lambasted the U.S. justice system for terrorism suspects as “a joke” and “a laughingstock”.

How lucky is he to have pulled off this terrorist act of killing 8 people and injuring a dozen other here in this great country? Imagine if he tried this cowardly act in his country of Uzbekistan, or even a place like Egypt. Here's what would probably happen to this filthy animal (actually animals are innocent of any of their actions and this would be an insult to any species), the police would probably drag him around a little bit by one of his legs as he screamed in pain from that 9mm in his gut. Then they'd wrap his bullet wound with a filthy rag off the street or one that has grease all over it from one of the police cars and pick him up and take a picture of him with 4 or 5 cops laughing and slapping him around. Then they'd throw him (not stabilize him by 4 or 5 trained and polite EMTs and carefully put him in a gurney and wheel him gently into an ambulance and give him morphine for the pain...), but throw his sorry existence into the back of the patty wagon while giving him a solid kick in the behind at the same time. Then they'd take him to a very very special police intelligence barracks (not a lush, New York city hospital with beautiful nurses and 20-year veteran doctors specializing in gunshot wounds) and in this special barracks which has 30ft tall double layered walls with broken glass embedded in solid concrete a the top of them and wrapped with another 4ft tall of razor barbed wire on top and they'd go through a pair of 5-inch, solid steel doors with 4 guards armed with AK-47's. Then they'd pull up to the "special" entry door in the back of the barracks. Go through 4 guarded doors and through a long hall and through 5 other doors and then down 2 flights of stairs underground into the funky ,musky, humid and smelly dungeon that reeks of nothing but urine, with daisy chained lowly dimmed lights and many hanging 220vt electrical wires leading to a beat-up old crickidy wood chair.

They'd strip him naked, tie his arms up to the ceiling and welcome him to his new home for as long as he can stay alive. Once he's tied up and screaming in pain, he gets the whip across the back with that special, very thin (1/4 inch) steel pipe. Then the stomach and the legs. Probably 50 wacks each time. Now he's all red from the cuts and blood and he's lost his voice from screaming, they'll throw a bucket of ice water (mixed with a small percentage of some goody juice (battery acid, muriatic acid something like that just enough for that extra special stinging.) They won't even ask him any questions yet, just curse him and his family while proceeding with the special treatment.

Then they'll throw him in a cell that's 2ft wide, 3ft tall and 4ft deep. In other words, he's crimped up for about 12 hours. After that, they'll drag him out and this time, after tying his arms and whipping him with the thin metal rod and pouring the specially juiced up cold water on his wounds, they'll start asking questions. By then, he'll be answering faster than they can torture him. If for some miraculous reason he's got some super human tolerance to all this pain (mind you, the bullet is still in his abdomen they just stopped the bleeding with a filthy rag,) then it's time to hook up the 220 vt wires to his fingers and toes. Usually that takes 1, maybe 2 rounds before the answers come flying out.

BUT...if for some miraculous reason he's got super human tolerance to all of this electrical pain in the condition that he's in by then....after a maximum of 2 days of this special voltage treatment, it's time to bring out the snips. Start with the pinky toe and they'll work their way from there. Once all the toes are gone from both feet and he still hasn't answered any questions....... start with the left hand pinky and work all the fingers. If he hasn't spoken yet...lol...the ears go next. Next step is the nose but usually with someone with the build of this mental midget creep, he won't get past the first whipping the day he arrives. Once the answers are confirmed and everything about him and possible accomplices and his family and anything pertaining to his miserable life are figured out and verified, he goes back in the box cell and lives out the remainder of his hours. Before the stank begins, his corpse gets taken to a very remote part of the desert and he's burred in a shallow grave. Done deal.

Here, he not only gets the best medical treatment, he gets a public defender and requests an isis flag for his own, personal, lushes and comfy hospital room with clean, white sheets and fluffy pillows! He even gets to wear that silly hospital gown with the slit in the back! Imagine what that poor public defender is thinking as he has to pretend to give this pile of dung fair council. How lucky is this scumbag? What a great country.
