I assume there is a reason ISI hasn't escalated the proxy war against NDS for a reason. If we initiate something, we can't put an end to it until either one of them decimate the other right? Or else Newton third law will keep happening. Casualties gonna keep piling up on both sides.

Sir You can't compare apple and oranges, ISI is one of the best intelligence agency while NDS is a pile of trash drum dealers....If civilian Govt allows ISI would annihilate NDS with in days but this would make Afghan more anti Pakistan and probably our relations will not recover ever. It is our doctrine to find strategic depth in Pakistan which is already obsolete since US and India already there and as per my point of view we must destroy NDS and R&AW inside Afghanistan.

Can we also assume another reason for ISI for not escalating and that is because the previous two governments instead of backing the national institutions were doing the exact opposite and undermining the very same institutions that protect Pakistan. Remember Memogate scandal?
Can we assume that under a more nationlist government, ISI would have performed differently?

I concur with your Bold reason. There are no two opinions about it. But NDS is supported by RAW. They provide them crucial support. I have no doubt about our capability. But How long the game of retaliations and reprisals will go until Saner heads prevail. Isn't the MoU to share Intel b/w NDS and ISI in 2015 was just about that. To have some kind of Peace agreement b/w the two of them?
