Way to early to pass such judgement. Having knowledge could mean that they knew of an attack on India but had no idea of where. The fact is that in a country as large as India with 1.2 BILLION+++ people it is going to be near impossible to protect every single location.


For every 1 incident that happens there could be 1000 that are foiled but no one in the outside world ever knows about this.
