On top of that the govt gave them time for peace talks which gave them enough time to regroup.

Not even close. The closest similar type of attack was the 2008 Mumbai one that was aimed at civilians.

The other attacks were mostly against security forces including the naxal ones.

General Tariq Khan who first led the offensive against TTP blamed Bajwa and IK.

They allowed 40K TTP militants who were hiding in Afghanistan to return, but they came with guns claiming they needed them for protection as they had killed some locals and extorted money, so they need them for safety.

Now we are here. General Tariq Khan had a much better effective solution but they ignored him.

Al Jazeera says most of those killed belonged to the security forces. At least 62 dead.
