In some regions, IUML in Kerala, AUDF in Assam and AIMIM in Hyderabad are doing something, but the gap is so wide on all socio-economic indicators between Hindus and Muslims that you are simply just trying to keep you head above water.

As far as state-sanctioned institutionalized discrimination goes, it is a mixed bag. I don't think there is any legal discrimination (until the introduction of the feared CAA/NRC), but there is discrimination in hiring practices, business approvals, selective application of laws etc. It is a long discussion topic.
