Hyderabad: Making the country the poorest in South Asia, over 270 million people in India live below international poverty lines. India’s poverty rate is around 21.2 per cent which is worse than its neighbour Pakistan (6.1 per cent), a study by the World Bank has revealed.

The second poorest country in South Asia is Bangladesh (18.5 per cent), followed by Nepal (15 per cent). Poverty has been largely calculated on three aspects that is lack of good health, education and living standards and India tops the list for having the largest population that has no access to these essentials.



The study found that Indian states like Uttar Pradesh (60 lakh), Bihar (36 lakh), Madhya Pradesh (24 lakh), Odisha (14 lakh), Jharkhand (13 lakh), Rajasthan and Chhattisgarh (10 lakh), lead in the number of poor people with low incomes that fall below the international poverty rate. Of the 270 million people that have been categorised below the standard, 70 per cent live in rural Indian and 30 per cent in urban India.


These 270 million people have lower access to basic services like toilets, electricity and tap water. Casual labour is the primary source of income and they spend maximum on their food and fuel and less for education and health.


Sri Lanka has the lowest headcount index (1.9 per cent) while Bhutan reported the second lowest (2.2 per cent) in the South Asian region.


Another expert, Amitabh Kant, social issues observer added, “Hunger and ill health are two chronic poverty issues faced in India. Andhra Pradesh and Telangana suffer a low and declining Human Development Index, in contrast to its low levels of income poverty. On the other hand, Karnataka, and in particular Kerala and Tamil Nadu have strong HDIs and governance is relatively pro-poor. Urban poverty is clearly a specific and complex problem. In order to reduce the growth of poverty, the government should focus on a pro-poor scheme that focuses on education, health and improving living standards.”


However, experts in the field said that the study tried to correlate poverty percentage changes over the years against the country’s population.


Social scientist Devender Kumar said, “India is densely populated than its South Asian neighbouring countries like Sri Lanka, Bangladesh, Nepal, Maldives, Bhutan, Pakistan and more. Bangladesh and Pakistan came into existence only after the partition, while others already existed.” Subsequently, the poverty calculation methodology indices will be based on the population of the country and naturally less for those that are low on population.”

Its a badly written article that no surprise does not reference the name of the so called report.

21% poverty rate of India is from many years ago (2010/11) I believe under an older way of measuring (URP as opposed to MMRP).

Under better standardised way (MMRP), it was more like 12% that year and has dropped to 5% in recent times for India.

Pakistan has since also dropped to around 2%:

These are all absolute poverty measures.

I did a quick read on this few days ago and it seems to be a tricky subject. How do you draw the line in poverty. In UK you don't own a car and can't afford to go on holiday is poverty. In other parts of the world you can't feed your child less then twice a day is poverty. Then whose measure do you use. Each country and even government lower or raise the lines to suit their agenda. The best one I think is World Banks dollar measure as it gives us a common referance point.

Yup world bank one (that world poverty clock uses that I posted) is great resource for income poverty...as it holds a fixed reference by pure consumption (PPP of 1.9 per day I believe). The issue before were the different survey years and methodologies between countries, so older reports (like that being referenced in this article) are kind of all over the place and tough to adequately compare country to country. It has been standardised recently and getting better.

For a more broad index, there is the multi poverty index that uses more parameters than just income.

Well whats new here?? We all know India is the poorest in the entire region followed by Bangladesh, Pakistan is much better when it comes to absolute poverty. 21% vs 6.1 % .

But sure Indians would come with some stupid logic of manipulation of figures. This is world bank report. India might be a trillion dollar economy but distribution of wealth among the public has massive disparity with 79% income going to top 1 % population while 50 % of population ( 750 million ) people earned only 1 % of the entire wealth. Rich getting richer while poor is dying of hunger. I recall a article published in Jan 2018 in "the economist" title " India's missing middle class" was eye opening .

But of course we are failed, bankrupt, no good for nothing, about to fall apart. Whereas India is heading to Mars and Pluto.
Thats the narrative indians try to push forward , overlooking how poor india itself is. India cannot see a progressive Pakistan. The only way to respond is to make Pakistan a success story over the next decade or so. Now that finally Pakistan has sincere leadership and has almost defeated terrorism , focus should be on revival of economy.

Whole bloody nation believe as if they were the rulers of the lands called India before 15th August 1947. These peasants have not been taught that they were the subjects of British raj of India, a colonial entity.

From my reading on this subject I was surprised with two facts. On the objective international standard of $1.90 Pakistan had far lower % in extreme poverty - you know the ribcage sticking out poverty where poverty means you see a breathing skeleton.

But each country also has their own poverty rates. In UK for instance if you don't make $78 a day your are in poverty. In India the government deliberately chose a ridicalously low figure [lower then international standard] to produce false figures making it look like it has less poverty. In Pakistan on the contrary the domestic poverty line has been set higher then international dollar standard giving us higher poverty figure.

Having a artificially low figure might hide the poverty from the outside world - the poor by definition have no voice but it does not help to resolve the issue. On the contrary having the poverty line set higher like in Pakistan causes policymakers to address the problem as opposed to pushing it under the carpet. Examples of this are the $1 billion BISP programme that hands direct cash to the poorest in the country helping the ribcage poor with basics like food etc. This is in fact the first example of the foundations of a welfare state in South Asia.

Agreed. Since then you will have reached all the way to Pluto and we will have been buried in Dead Sea. 7 years ago was not 7000 years ago. It was the same India and Pakistan. Unless Modejee waved a abracadra and your now kissing Norway.

Pakistan at 6% while Bangladesh at 18.5%? What metrics are they using? Poverty in these two countries should be at similar level based on my assumption.
