The guy goes above and beyond giving to the needy regardless of race/color/nationality/gender and other such things. Much respect indeed.

Well, your government /leaders are responsible for making sure there's an adequate system in place to make sure everybody does then. Else the people will try avoid paying taxes as much as they can, which is normal since we are all human beings and want to maximize our profits irregardless of others. That's human nature.
So it's the role of the state to regulate such a system and make sure such abuse doesn't happen. If the state can do this, then it has failed its people, and the people too should be blame for electing such leaders and tolerating such a system. So can't always blame the state entirely.
Since THE PEOPLE GET THE GOVERNMENT THEY DESERVE.
