Bill for creation of South Punjab province to be tabled in NA, says Shah Mahmood

Southern Punjab hasn't receiving its fair share of the development budget for a long time, and this is seen by many as the only way to get their fair share of the resources.

Doing an actual division, even if called "South Punjab" to avoid the ethnic factor, if it must be done, should be part of a governance reform package; institution building, including mayors in cities as the PM mentioned in his recent Karachi speech. failing to do so will reinforce the ethnic factor and leave the door open for a lot of political deadlock, as parties vie for local control, sidelining those that who are trying to move up on merit rather than connections.

 
If the majority population of Punjab have no problem with their province's division, they should go for it.

Saraikis are in dire need of infrastructure and development, those poor people have to go to other places mainly karachi to seek food jobs and money. Karachi is swelling with them and afghani refugees. It would be best to create further provinces so as to reduce the unfair budget distribution inside a huge province rather everyone gets fair share of development and money.
 
The next issue that will come up when making a new province, will be the issue of a new capital.
Based on its population and location on the motorway and railways network, international airport, as well as central location, it would have been though that Multan would make the best capital.

But, someone correct me if i'm wrong, Bahawalpur is being considered to be the capital due to a political agreement to even out development?

This can be a major hurdle for any other regions thinking of creating a new province. certain power brokers could/will get more development in their home cities if that city is picked as the capital.

That is not true entire punjab is same development wise. By backward areas of South Punjab people mean cholistan dessert mountainous area of DG Khan and Rajan Pur and thal dessert. Areas like Multan Bahawalpur Layyah Gujrat Sargodha Pindi all are same. And there are no saraikis sharaikis it is type of punjabi language which is called western Punjabi spoken in western parts of Punjab from Mianwali Khushab in North to Sindh. I have noticed posters from Karachi talk a lot about new provinces but hosla rakho PP Karachi ko province nhi banaye gi.
I don’t care for getting a province if those in power use it for good be it sindhis...

All i need is development and fair justice, nothing more...
 
If it's going to be on current grounds, it will be another sindh and balochistan.

IMO, provincial governments should be abolished and each division should be an administrative unit. With their own city hall and local government, responsible for tax collection and money generation for running the city. Center should only give money for development of projects. But again who's sincere with this country.

Having large provinces is not an issue. In country like Pakistan where corruption is rampant when power is trickled down it means more corruption. Without an effective means of accountability it will cause rampant corruption in Pakistan. For a country like Pakistan power needs to be more centric and a presidential form of system will yield better results rather than this sham parliamentary system of governance.
 
Minister for Foreign Affairs Shah Mahmood Qureshi on Wednesday said that a bill will be tabled in the National Assembly for the creation of the South Punjab province.

Addressing the media after a high-level meeting, Qureshi said that Prime Minister Imran Khan has taken the decision to move forward with the process of creation of the South Punjab province.

"This is in line with PTI's manifesto," Qureshi said.

According to Qureshi, Punjab Chief Minister Usman Buzdar, some federal and provincial ministers from South Punjab, the Punjab chief secretary and inspector general of police were present in the meeting.

"It has been decided that a bill will be presented in the National Assembly in order to turn the South Punjab region into a province. Input and consensus will be sought from other parties on the matter," Qureshi said, adding that other parties have been apprising the government of their interest in the creation of the province.

"They also understand that the region has been deprived [of its fair share of resources]," Qureshi said while adding that the prime minister has called a parliamentary meeting on Thursday to apprise all members of the parliament about the decision to table the bill.

Answering a question regarding why the province was never created in the past 13 years, Qureshi said: "The hindrance that all parties, including PTI, have had lies in the fact that none of us have had clear majority in the parliament. Only PML-N have had it at one point — but they didn't."

"Today we also do not have a clear majority in the parliament, but the PPP has repeatedly said that they want to turn the South Punjab province a reality. Former prime minister Benazir Bhutto had a clear stance on the matter and Bilawal has also spoken in favour of creating the province. Thus I expect that when PTI moves this bill, PPP — keeping their past [stance] in view — will endorse it.

"Similarly, Shahbaz Sharif has said in the past that South Punjab should be given its rights and I hope that PML-N members in the parliament and the province will try and get party leadership to endorse the legislation."

Creating ease for the people of South Punjab region
During the press conference, Qureshi said that some steps are being taken to create ease in the lives of the people of South Punjab.

"Keeping in view the concept of devolution of power — and for the ease of people from the province — the decision to create a secretariat in the region has been taken," Qureshi said. He said that Rs3.5 billion will be required to create the secretariat and 1,350 people will need to be appointed to fill the new positions created there.

He added that as the creation of the infrastructure for a proper secretariat will also take some time, an additional chief secretary and additional inspector general of police will be appointed for South Punjab.

"Out of the two, one will station himself in Bahawalpur, while the other will establish their headquarters in Multan," he said.

"The Punjab chief minister said in the meeting that in the upcoming budget — keeping the ratio of provincial population in mind — 35 per cent of resources will be allocated to South Punjab," Qureshi said while further adding that this share will then not be re-appropriated or channelled to other areas.

"This has been happening in every previous year, funds are allocated for South Punjab and then channelled to other areas as the year progressed — we have decided to not do that this year," the minister said.

Answering a question about the facilities the province will be given once created, Qureshi said: "The new province will enjoy all the powers and benefits that other provinces have. This includes their share in the NFC award as well as representation in the senate and in the federal government."

Qureshi then went on to congratulate PTI ministers and "people who had joined the party solely for the creation of South Punjab province" over the development.

Either divide all provinces or stay away from Punjab as well.

Strong local bodies are good solution.

PS. They should change the spelling of Punjab to Panjab.
Balochistan should be divided. But do we have resources or they have total population of 1 carore.
Time would soon come for that. Sindh need it but they never allow it. Atleast move the capital and make karachi autonomous.

And frankly kpk people are not gaianst division. Merging of fata was done because we wnat to give them equal rights. Otherwise the best solution is the make it a new province. Punjab and kpk are the two main provinces in Pakistan and they have the capability to take lead. It has to start somewhere. Punjab has the capability and capacity to Do it. The people of the area would rule it. So what kind of problem do you have. They would remain Pakistanis just would be easy to govern.
 
I am glad to see a South Punjab province, and have been thinking for a long time that Pakistan needs smaller provinces to decentralize and defuse power to the local level.

It may be good also to have a Hazara province come out of KPK, and divide Northern Pukhtoon Balochistan from Southern Baloch/Makrani Balochistan.

As for Karachi, until MQM back is completely broken, we should be cautious, but it should be a long term goal.
 
If they're going to divide Punjab then they must also divide the other provinces too otherwise it isn't fair. If not then the power of majority will just go to the next ethnic population in line. I am honestly against the division of Punjab without the division of other provinces first, it'll make it easier for others to...mistreat us? I have a strong feeling we'll be mistreated if we're divided and not in the majority.

PML-N was favouring two divisions - Multan Province and Bahawalpur Province. I think Multan is largely Siraiki speaking area but there is a sizable Punjabi population in the city and surroundings as well. Bahawalpur is predominantly Siraiki. PML-N's approach may have been to ensure that it is able to win or at least gain a significant number of seats from at least one of these divisions in future (i.e. Multan zone). Maybe someone from South Punjab could fill us in on this. Overall, I think the new Province should be intact with the capital in Multan.

Dividing by ethnicity opens up the country to more secessionist movements. Best to divide on an administrative level, similar to armies. There is a limited number of troops within a range that a brigadier general can command, large then that it moves up a rank. Pakistan’s population growth is so rapid that managing this large number of people has become harder without more officials to properly administer.

Also the vast distances, even if shortened by the new motorways, are to far and too expensive for the average person to afford to get services. Administration needs to be devolved down to as local a level as possible and institutions strengthen so that services and rule of law are the same through out the country.

As a Multani, I welcome this news, if the new government will be run well. We don’t need to become another Sindh. The central government needs to build institutions and federal oversight during any transition. (No offense intended to Sindhis)

also there should only be 1 south Punjab province, not Bahawalpur and Multan as two separate provinces.
