Smart statement both politically & as well as in terms of diplomacy .
Btw , what can India do if we fire back? They R not willing to share water anyway & most importantly they are vying for a bilateral settlement for the maritime dispute with the help of awami dalals. We don't depend on them on trade or anything.
If India was really looking forward to mutually beneficial relation with BD, they wouldn't have went out killing all these innocent farmers for selling cows while leaving the drug smugglers scot-free. They know that ruling dalals will look after their interest anyway so why bother about human rights & intl law.
On a serious note, we can go for:

Offensive diplomatic effort at the world stage with huge PR campaign. Indians have nothing to gain strategically or economically by killing unarmed innocent farmers. They R violating Intl law & human rights as we have dalals in power.
-Simultaneously ask for them to legalize cattle trade.
- Hunt down drug smugglers on our side of the border & press India to do the same.
- If they don't back of then, we return fire & they won't be able to do jack.
I hope BNP follows this steps when Inshallah they will come to power(if elections take place
), & hope this is what Hanan shah meant.
