There are a lot of innovative and cheap solutions to save water. One way is to reduce the wastage if we truly follow the sunnah of our beloved Prophet Muhammad Rasool Allah (ﷺ). Using water sparingly for making ablution even if one on the river bank makes it clear how strictly it is forbidden to waste water. A lot of homes have leaky taps and plumbings which can be fixed with very simple tools or just replace them with new ones.

that is true but the didn't reparr that or they think its i waste of money if the invest on that tank

As per my understanding, they don't need a new tank rather only a pipe and filter to move the rain water to the existing tank.
