Every Director General of ISI had to face different cases/situations with different internal and external influence/problems.
For example, Lt. General X was the DG ISI when military funding was in excess, international relations were at their peak and everyone bowed down towards Pakistan. And Lt. General Y was DG ISI in time or crisis, with threat from internal and external elements, a limited Defense budget and world pressure.
You cannot say that Lt General X was better than Lt General Y, because it was time in Lt. General Y's era that situation was worse. The fact could be that Lt. General Y was better at handling the things and taking control of situation with cool yet alert brain.
An example of Lt. General Y is Shuja Pasha and now Zaheer-ul-Islam will go through same.
Almost everyone was good at their work, but you could only rank them providing same conditions and judging their output and way they tackle the problems.
