This might be a good suggestion bro. China does export toilet, check this model used in Shanghai:

The industry is very matured and competitive, lots of options for domestic or foreign markets. For India, say if procures 10 million units of these (their plan is roughly 120 million toilets as per some news), problem solved right away.

Just to add that mobile toilet (container toilet, prefab, etc) is a matured export for China, you may find literally thousands of models available on China's export portal like Alibaba.com, all specs, sizes, even hi-tech ones! There is nothing stopping India from installing toilets, say if purchase a $20k model then 10 million units only costs $200 billion, just buy!
