On the other hand Russia has been assisting with the current nuke sub project and is offering deep tech transfer for the P75I project.

Manmohan already signed a deal with the US that not only put a moratorium on nuclear tests, but also stopped research on thorium based reactors.
How is this worse ?
The only real option is to build stuff our selves, but till that happens, US is the next best thing under certain conditions.

Worse is Modi doing away with the nuclear liability clause. That was a cruel joke on the people of India whom he is supposed to represent and protect their interests.

NSG needs the YES of all countries. And China refuses. At the end of the last vote we had 3 NOs and all other countries' YES. The three were Ireland, Turkey and China. Ireland stated that everyone needs to go through the same process that rest of NSG members did (basically sign the NPT and give up nukes).
China and Turkey refused due to their close ties with Pakistan.
US did make a strong case for India at NSG.
So, it is not like Modi is a wizard with a magic wand. He did try and he is still trying.
Unless of course, you have some solution for NSG membership, I am waiting.

First find out what is the 123 Agreement.
Second Nuclear liability was capped at 109 million $ while GoI limit was capped at 300 million $. That is still so high that no US company has dared to set foot in India.
Third, Manmohan deal with Russia to build Nuclear reactors did not even have any liability clause
Why did not MMS get us into NSG ? What was the need to wait for Modi ?

Even for the NSG waiver we had to go through the same approval by the same group of countries and MMS was successful in getting it while Modi clearly failed. Blaming other countries for our diplomatic failures is useless.
Yet Russia was building Nuke plants in India even without the need for a liability clause while it was brought by Modi under US pressure.
It was MMS responsibility to get us into the NSG, not Modi's. After all it was MSG who signed the deal with the US.
So why did MMS fail to do that ? What is his excuse ?
So your problem is with the liability clause or not having a liability clause ? Make up your mind.
Why is it a responsibility of MMS? The whole Next Steps in Strategic Partnership (NSSP) thing was started by ABV.

Running the government is like a running a relay race. MMS did his part by getting India a waiver from NSG. Modi took the baton from MMS but he failed to get India into NSG.
The point is if you have a liability clause it needs to have a higher benefit limits to benefit the impacted citizens of India should there be an incident/accident. In this case it looks like Modi worked for the interests of the foreign companies rather than the citizens of India by lowering the benefit limits.
Worse after all this bending Modi could not get India into NSG. That is the sad part of the failure. Modi failed India in this case.
