However, even if India foot-dragged on this project it was because it feared Pakistan would someday block the flow of gas. A lack of border with Afghanistan has made India depended on Pakistan, but the two countries distrust each other.
How about a small formula? Afghanistan blocks flow to Pakistan in case the latter stops flow to India. Afghanistan and India have good relationship with each other, or something like that. This is a supporting formula on top of international arbitration.
