Bangladesh has unveiled a Tk 5.23 trillion spending plan for fiscal 2019-20, which is an 18 percent increase from the revised budget of the outgoing fiscal year.

The budget has largely focused on infrastructure, along with a major push to scale up social safety net and other nationally important projects.

In his maiden budget speech posted on the finance ministry’s website on Thursday, Finance Minister AHM Mustafa Kamal made a series of pledges to spur economic growth. In the proposed budget, the GDP growth is projected at 8.2 percent for FY20. Kamal hopes to keep the inflation target below 5.5 percent in the new fiscal year.

Of the Tk 5.23 trillion, the proposed budget sets out a revenue target of over Tk 3.77 trillion. More than Tk 3.25 trillion is expected to come through the National Board of Revenue.

The budget deficit will be kept at 5 percent of the gross domestic product.

The government has already approved the Tk 2.03 trillion Annual Development Programme, which is 17.18 percent higher than the revised ADP of the outgoing fiscal year.

High chances that much of it will go to personnel and infrastructure. Bangladesh doesnt really release the breakdown of its defence funds, however, most high key equipment purchases seem to be from other types of funds. So we will have to guess where the money will flow

I have a feeling much of it will go to training, wages, external contractors and buildup of infrastructure. Bangladesh has been building up military bases and installations especially at the southern portion of the country. I feel like much of it will go those constructions as well as upgrades and modernization for older bases.

As for the wage bill of personnels, it should be the similar, as the last payscale was amended in 2015. It might only change if bangladesh hired a considerable number of new soldiers or had more or plan to have more operational deployments.
Contact with other other countries be it training/attending staff colleges or exercises also has increased over the past decade. It can also be a factor.

To me, the budget amount only reflects the expenditures required to sustain current capabilities an improve BD military as a well run organization, not necessarily adding new capabilities.

1.15% and 1.25% are almost same. What different it make if defence budget rose by 340 million dollar? Our defence budget should be 2.0% of GDP. This 2.0% should not come at the expense of other budget allocation, but by increasing the revenue collection.

Until now we haven't seen any major purchase of defence hardware except few light warships and air defence system. Most of the budget goes to salary training and maintenance of existing hardware.
We are yet to see indigenous Frigate construction and MRCA for air force and tank for Army etc.
