India is the only country that connects all SAARC countries through its common connecting land mass in the center, without India, SAARC has no meaning.

Bangladesh and Sri Lanka can join ASEAN, Pakistan and Afghanistan can join Russia led Eurasian Union and if China can cut off chicken neck and liberate North East states then, Nepal, Bhutan and 8 sister states led by Assam can join ASEAN as well.

India is the most inefficient and dysfunctional nation, a state sponsor of terrorist activity in the region - all countries should avoid dealing with it and look for alliance and association away from India to limit its influence within their borders.

Trade, security and strategy wise, Bangladesh, Pakistan and SriLanka and China can still form sub regional group and if Nepal wants to join so be it. There is greater potential on that.

I think you are familiar with my ideas on these issues. For China, in my opinion, Taiwan is the only nation it will be able to create a union with, because of common ethnic ties. It will be better strategy for China to allow an expanded ASEAN and new Eurasian Union to include its own allied nations and other immediate neighbors who are not so allied with it. But that is just my "fantasy" theory, in next years and decades things will become more clear.

Large nations like China and India are inherently unsuitable for EU like regional unions, because of their size, they will dominate and hurt other smaller nations interest. So China+Taiwan can have an SCO alliance with an expanded ASEAN and a future Eurasian union led by Russia.

But ASEAN for the moment will be leaning towards the US and US allies like South Korea and Japan, because of US pivot to Asia, in an alliance against China. This alliance will switch allegiance from US to China, when and if China can reach parity with the US in technology and scientific research. That is the nightmare scenario I predict that neither the West or India can avoid, in the long run and they have no answer for it.

Land mass access is not mandatory because other than land lock Nepal and Afghanistan all other respective countries are well equipped to trade goods by sea.

Land mass access or at least near proximity is one of the key "theoritical" requirements for unions of nation states, because of land route based economic activity and mutual power projection for security. The union between East and West Pakistan is an example why a union with long distance and disconnected land mass did not work.

The only disconnected land mass in above two hypothetical scenario is the case of Japan and Korean peninsula joining ASEAN in a union. In this particular case it is even beneficial for these two nations, as they would like to maintain some distance due to ethnic and cultural difference and avoid possible mass migration like USA/Mexico scenario.
