I think it just some dumb media stroking tension. Bangladesh are free to buy anything. Why India shall be concern? In the first place what can india offer for Bangladesh? Nothing, India even needs to buy Scorpene sub from France and import large amount of subsystem from foreign countries for its domestic build warship.

India need to stop obsessing what another country is doing with China. It's none of India's business. Sometimes, it seems that India believe that the entire South Asia is within its sphere of influence as it acts as the hegemon over the Indian subcontinent. None of its neighbors support an indian hegemony.

Hey I am not saying sign the treaty tomorrow.
These things need years of mutual co operation.
I am saying keep an open mind and look for win-win.

And yeah india is strong enough to protect Bangladesh from Myanmar and deter China should they ever release an ancient Chinese map showing Bay of Bengal of as a part of Ming dynasty

last time defence reports about indian armed forces:
Indian army lacks in ammunition, bullet proof vest etc basic things
PAF has now edge over IAF.

Protecting others come in mind after you have enough firepower to protect yourself from Pakistan and China

Nobody spends billions on 100 odd flying machines if they don't have enough boots or jackets.

First we will sell you our stuff.
Then we will do annual exercises and officer exchanges to increase inter operability.
Finally we will sign a mutual defense treaty and sing Kumbaya together
