Could also reflect the universally accepted terms of inviting international bidding mandatory for cash purchase of any equipment's under foreign loans. In this case,could be to regularize the Indian US $500 Million Defense credit, after all the Indians are far more transparent in their financial dealings and are held accountable for good governance, before both their Federal +Central assemblies and the Public as a whole,unlike BAL.

NEW DELHI: India and Malaysia plan to exchange notes on exploiting common military platforms and upgrading joint training exercises as part of a new thrust in defence relations agreed upon during Prime Minister Narendra Modi's visit to Kuala Lumpur.

While India has in the past trained Malaysian air force pilots on the Russian Su 30 fighter aircraft that is operated by both nations, the two countries have now decided to set up a 'Su 30 forum', a joint platform that will exchange information on training, maintenance and technical support of the fleet.

The potent Su 30 fighter - India flies the customised MKI version while Malaysia operates the MKM variant - is being operated in the largest numbers by the Indian Air Force that will eventually get 272 of the jets.

"We have considerable experience on the fighters and have operated them in all conditions. We can share our experience on things like maintenance as well as flight safety with Malaysia," an air force official told ET. Maintenance expertise as well as spares developed by state-run Hindustan Aeronautics could also be shared with Malaysia, he said.

Besides the Su 30 forum, the two nations have decided to upgrade joint exercises under the Harimau Shakti series.

The war games will be progressively upgraded in the coming years to eventually become a tri services exercise involving the army, air force and navy.

Learning from the experience of the missing MH 370 airliner that escaped vigilance before disappearing, India and Malaysia will also form a joint mechanism to share information for humanitarian assistance, disaster relief as well as merchant shipping traffic. Military people in BD do not trust Indian military. So, they will oppose any Indian involvement with their training and maintenance of the navy planes from Russia. I do not think, our political people is able to surmount this opposition from the military generals. Malaysia is a different case because it has no border with India.

I think its better that way actually so usual quarters cannot point to Dada interference/control.

Bangladesh Air Force issued tender for 4++ Gen. Long-Range Maritime Strike & Offensive Fighter Plane:

Bangladesh Armed Forces Services’ Directorate General of Defence Purchases (DGDP) has issued an international tender on February 28, 2017, for eight multi-role maritime combat aircraft, additionally options for four more, for the Bangladesh Air Force (BAF). From previous acquisition pattern BAF will purchase these fighter jets from Russia. News already circulating in web that Russian United Aircraft Corporation expecting to grab the contract. UAC will propose their Mig-35S, Su-35S and Su-30SM 4++ generation fighter jets for the bid.

These aircrafts will be deployed to protect its territorial water body in the Bay of Bengal. Bangladesh Navy (BN) has its very own air arm, though, BAF will be responsible for the aerial offensive and strike support to the Navy during any conflict.

Previously Government of Bangladesh pledged full support to raise a tri-dimensional naval forces including surface combatants, sub-surface forces (submarine force) and naval air arm. BN currently operating few fixed-wing and rotary-wing aircrafts includes Dornier Do-228NG maritime patrol & ASW aircraft, Harbin Z-9C surveillance & utility helicopter and recently ordered for two AgustaWestland AW159 ASW helicopters. As Bangladesh Navy has no adequate facility installed to maintain such a full-fledged combat fighter jets its BAF’s task to provide aerial strike support to the navy.

According to the tender issued DGDP asked to submit proposal against the tender in April 13, 2017. Additional four fighter aircrafts will also be purchased in coming days, it’s also been stated in the tender document.

That is right and Russian planes are right choice.
