New Delhi: UN Secretary General Ban Ki-moon will arrive this week in India, one of the largest contributors of peacekeeping troops to the world body, against the backdrop of a new effort to find agreement on reforming the United Nations Security Council, the global high table at which India is hoping to find a permanent seat.
Bans 26-29 April trip includes stops in New Delhi and Mumbai, foreign ministry spokesman Syed Akbaruddin said on Tuesday. In New Delhi, Ban will be hosted by foreign minister S.M. Krishna. In Mumbai, he will attend an event hosted by industrialist Mukesh Ambani, who is a member of the UN Millennium Development Goals (MDG) advocacy group.
The MDGadopted by UN member states in the year 2000 and set to be achieved by 2015 provide benchmarks for tackling world problems ranging from eradicating extreme hunger to combating HIV/AIDS and other diseases.
This will be Bans third visit to India since assuming the UN top job in 2007. It comes at a time when the country is aspiring to become a veto-wielding permanent member in a revamped Security Council. India is currently one of the 10 non-permanent members which are elected for two-year terms. The five permanent members are the US, Britain, France, China and Russia.
The Afghan envoy to the UN, Zahir Tanin, who is the chair of the inter-governmental negotiations on UN reforms, has restarted the consultation process with UN member states, people close to developments in New Delhi said, adding that they were cautiously optimistic that this round of talks will make headway.
In an interview to PTI, Ban said he was well aware of the aspiration of the Indian government to serve evenin a bigger role as permanent member of the UNSC... There is generally broad consensus of views that considering such dramatic situations which have been taking place in the international community, the UNSC should be reformed in a more representative, more democratic, transparent way.
But he admitted that members had not been able to agree on a clear formula that would meet the expectations of all member states.
Indias Security Council tenure, which began in January last year, has been characterized by it exercising a moderating role, said one the persons cited above, adding that the country had contributed 100,000 troops to various peacekeeping missions in the last 60 years. India has been active in trying to find ways to counter threats from piracy emanating off the coast of Somalia with the countrys envoys suggesting a UN-led anti-piracy land and sea force, this person said.
Bans visit to India will be followed by a trip to Myanmar, the UN said in a statement on its website.
Myanmar is only at the beginning of its transition. Many challenges lie ahead... Yet I am convinced that we have an unprecedented opportunity to help the country advance toward a better future, Ban was quoted as telling reporters in New York.
