Making an Oasis of Hope and Prosperity: A Story of Resilience and Community Development​


Frontier Corps (FC) Balochistan, Awaran Militia’s area of responsibility lies in the sub-districts or tehsils of Hoshab and Gwargo, which is characterized by a complex sociopolitical landscape, instability and economic marginalization. Geographically, the area is characterized by vastness of terrain, scattered population centers and underdeveloped communication infrastructure. Inaccessibility of the forces and limited ingress among the population is exploited by the terrorists through conduct of activities in a manner to achieve psychological ascendency over the security forces, especially in the realm of perception domain. Challenges for the security forces stem out from the locals’ inaccessibility to basic needs, which ultimately strengthens the terrorists’ narrative. This volatile security milieu and socioeconomic inadequacies necessitate the need for deliberate operational planning, well-coordinated execution viz-a-viz a strong parallel effect-based social maneuver. Thus, allowing the security forces to engage with the social and political dynamics of the conflict, rather than simply responding to them.

Not long ago, the area served as headquarters and operations base for the Baloch Liberation Front’s (BLF) leader, Allah Nazar Baloch. Due to the notoriety, the area was considered a no-go area for the government functionaries and security forces alike. In the social realm, it was and is considered to be one of the least developed areas in Southern Balochistan. The myth of locals’ averse emotions towards the security forces was repeatedly strengthened through terrorist activities with an aim to carve a gap between the population and its defenders. But in 2022, Headquarters (HQ) Awaran Militia took the initiative to light up the dark reality of Kolwa Valley and transformed its notorious repute into an oasis of hope and prosperity. Supported by HQ FC, Commandant Awaran Militia, Brigadier Mazar Iqbal took the arduous task to transform the socio-kinetic plight of the locals by encouraging the resilience of local populace and security forces through enhanced community outreach and confidence-building measures (CBM). For the achievement of the desired vision, a hybrid strategy based on the enhanced operational efficiency was evolved with a parallel effect-based social maneuver. The lines of effort identified for this vision were education, healthcare, access to clean water, uplifting the underprivileged and the most important of all, the youth, who are the torchbearers of the mantle of leadership in the coming years. In order to streamline the process, a detailed survey of the education facilities, sports grounds and water accessibility was carried out.

Education
In many parts of the world, access to education is a luxury that many children simply do not have. As in any other underdeveloped neighborhood, schools are often overcrowded and under-resourced, leaving children without the necessities needed to learn and develop. In Hoshab and Gwargo Tehsil, of the total 74 schools, 22 schools are without buildings, and 10 schools are non-functional. Based on the survey, the plight of the education sector turned out to be disenchanting, with 95% schools not having school furniture at all. The demand for chairs was calculated to be 4000 with a cost of 11.27 million Rupees. Arrangement of funds for the project was in itself a strenuous task, but as the saying goes, ‘where there is a will, there is a way.’ Funds were collected and orders were placed and finally the chairs started arriving. As the FC arrived with the chairs at different schools, the children eagerly gathered around, their eyes filled with wonder and excitement. For many of them, this was the first time they had ever seen a school chair, let alone sit on one. As FC began to distribute the chairs, the children's joy was palpable, they grinned from ear to ear, giggling and whispering to each other as they picked out their chairs. As they settled into their new chairs, the children's faces lit up with pure joy. For the first time, they had a comfortable and stable place to sit, allowing them to focus on their studies without distractions. These are not just chairs, but the future hope and confidence of thousands of children who will occupy them in their quest for learning.

A similar project in the education sector was the construction of a school at Shabir Bazar, which in itself is a milestone with everlasting results. Keeping in view the condition of the school, this project was taken up as a challenge. The school with its 63 students was the only future ray of hope for the population covering a radius of 6 kilometers (km). Presently, the new school is under construction at a cost of 1.4 million Rupees. The anxiousness of the children for their new school cannot be expressed in words. School chairs for the school have also been procured and once completed, it will be an oasis of learning for the children of Shabir Bazar and its neighboring areas.
Access to Clean Drinking Water
Access to clean drinking water is a basic human right and is essential for good health and well-being. Unfortunately, Hoshab Tehsil, like many other underdeveloped areas, lacks access to clean drinking water, leading to widespread illness and disease. In Hoshab Tehsil, out of the 28 mauzas (administrative district) and 145 settlements, only nine mauzas have tube wells installed. Headquarters FC, in its endeavor to ensure the provision of clean drinking water, has so far completed seven water projects worth 7.1 million Rupees in different villages and three projects worth 3.7 million Rupees are in progress. So far, 14,250 individuals have benefited from the water projects conducted in the area.
Youth Empowerment
Youth plays a vital role in the development and progress of a nation. They are the future of a country and hold the potential to bring positive changes to the society. The importance of youth in nation-building cannot be overstated, as they are the ones who will inherit the country and take it forward. HQ Awaran Militia has always stressed the need to give prime importance to youth’s empowerment. In this regard, a fully sponsored visit has been conducted for the youth to participate in the Pakistan Super League (PSL) match in Quetta, Gwadar, Cadet College Panjgur and Girls Cadet College Turbat. Moreover, special events for youth’s inclusion have also become a regular factor in which sports events between FC troops and local teams have been organized, sports kits are distributed to the local school, and a marathon has also been conducted. energy, enthusiasm and motivation of our future generation, the oasis of hope will soon expand to the whole province.
Community Engagement
Community engagement is especially important for security forces operating in LIC (low-intensity conflict) environments, as these situations are often characterized by a lack of trust, high levels of violence, and complex social dynamics. Effective community engagement can help security forces to address these challenges and promote stability and security in the affected areas, which will build trust, improve intelligence, increase cooperation, enhance public safety and foster a sense of ownership. Through the conduct of various events, HQ Awaran Militia has increased the trust of the local populace in the endeavors of FC. Moreover, sensing the deprivation of the locals, wheelchairs have been distributed among all the needy individuals of Hoshab Tehsil, along with the free ration distribution activities. Furthermore, two mosques (Balgatar and Dandar) are also being built in the area costing 9 million Rupees.
The achievements of the desired collection of funds was a major issue, but the same was smoothly conducted through the gracious allocation by Joint Services Headquarters, Headquarters 10 Corps, Headquarters 11 Corps, Headquarters Frontier Corps (South), Awaran Militia and Karachi-based philanthropists (Saturday Welfare Group and Mr. Mehrab Gul).
The value of oasis lies in its ability to provide a source of sustenance and hope for people against the harsh and challenging environments. It represents triumph over adversity and a testament to the resilience and determination of those who create and maintain it.
















Ground Breaking Ceremonies as a Part of Community Welfare Projects Held at Gwadar​


To respond to the basic needs, help and empower the rural local communities of Gwadar and coastal belt, Chief of the Army Staff (COAS) General Syed Asim Munir announced a number of impactful community welfare projects related to education, solar system, fisheries, water, health and sports during his recent visit to Gwadar.

To facilitate the fishermen community and related fishing industry, Pakistan Army has taken an initiative to upgrade and renovate the Gwadar Fish Auction Hall at Gwadar jetty. The renovation of fish auction hall includes construction of beautifully designed fish selling stalls and shops, provision of ice boxes, and high pressure motors for cleaning the hall. Solar panels will also be installed to ensure uninterrupted power supply to the fish auction hall.
The scarcity of clean drinking water in Balochistan is the gravest problem being faced by the dwellers for household consumption. In order to provide safe drinking water to the residents of neighborhood villages of Gwadar, reverse osmosis (RO) plants are being installed as a part of community welfare drive undertaken by 44 Special Security Division (SSD) in line with COAS’ vision.

For the provision of uninterrupted supply of solar energy to the underprivileged community in Gwadar and its suburbs, the Pakistan Army will install solar panels in 1270 households living without electricity. In the first phase of the project, 250 houses will be equipped with solar panels. Presently, installation of solar panels in 200 houses has been done efficiently by the tireless efforts of Pakistan Army personnel.

NHA completes key link road in Balochistan

ISLAMABAD - The National Highway Authority (NHA) has completed the construction of a key link road in Balochistan to reduce distance for Gwadar-bound traffic from Punjab and other northern parts of the country.

According to a recent statement of NHA’s Member (West Zone) Shahid Ihsanullah, the Authority has completed work on the 106-kilometre-long Basima-Khuzdar Road (N-30), at a cost of Rs11.7 billion.

Jawad Akhtar Khokhar, a senior official , told that N-30 will reduce over 100 kilometres of distance for Gwadar-bound traffic from Punjab and northern parts of Sindh by connecting the Hoshab-Sorab Highway (N-85) in Basima with the Ratodero-Gwadar Motorway (M-8) near Khuzdar.

As per the actual plan of CPEC’s Western Route,
M-8 will connect Ratodero in Sindh with Gwadar. However, M-8 is under construction between Hoshab and Khuzdar; therefore, N-85 currently links Gwadar with Punjab and Sindh.

N-85 was already connected with the M-8 through Karachi-Chaman Highway (N-25).

However, the vehicles had to ply up to 150 kilometres from Basima to Sorab and then travel back 90 kilometres on N-25 to reach Khuzdar.

Instead, the new road provides a direct link for N-85 with M-8 by diverting traffic from Basima towards Khuzdar, he said.

Gwadar's 1.2 MGD water plant completed

In order to provide clean water to residents of Gwadar, 1.2 MGD seawater desalination plant has finally been completed as per schedule on June 30. Formal inauguration is all set to be executed by Prime Minister Shahbaz Sharif during his likely visit to Gwadar after Eid Holidays.

Talking to Gwadar Pro, Gwadar Port Authority (GPA) project director Dawood Baloch said water desalination plant has been done and dusted with a grant of Rs. 2 billion from China in collaboration with Gwadar Port Authority (GPA), National Engineering Services Pakistan and China Harbor Engineering Company (CHEC).

Along with completion of Civil, mechanical and electrical work, Central room of 1.2 MGD desalination water plant is now up and running, he informed.

Almost 90 percent manpower and human resource, he said, have been hired from local market of Gwadar and Balochistan.

On a query, he said that all related equipment and apparatus have been installed in befitting manner to keep desalination water plant functional with full capacity. Alongside construction of 1.2 MGD desalination plant, an around 1 kilo meter long water supply line from plant site to Gwadar city's main water supply network has also been laid down, he added

Completion of 1.2 MGD Water Desalination Plant, spreading over approximately one acre land area, reflects China's support for poor people of Gwadar desperately longing for clean water over the last many years.

Besides drinkable water being supplied to people of Gwadar through water reservoirs, 1.2 MGD Water Desalination Plant project will be another source of clean water that will help meet the water demand of the Gwadar city and Gwadar port.

Initially 0.5 MGD Water Desalination Plant project was inked with the conduction of feasibility and survey by government of Pakistan and China. Later having revisited the current demand of water, the government approved the 1.2 MGD Water Desalination Plant for Gwadar On July 5, 2021.

Last month Gwadar Development Authority (GDA) also completed 158km pipeline from the Shadi Kor and Swad dams. GDA has also installed a new 141 km water distribution pipeline to ensure every household in the city has access to drinking water. GDA has built four underground storage tanks in different parts of Gwadar City with a collective storage capacity of 10 million gallons of water.

OGDCL revives Jhal Magsi gas project

ISLAMABAD, Jul 3 (APP):In a significant move towards meeting the country’s growing energy demands, Oil and Gas Development Company Limited (OGDCL), the leading exploration and production company in Pakistan, has revived Jhal Magsi gas project.
The state-of-the-art gas processing plant, with a daily capacity to produce 13.7 MMSCF process gas and 45 BBL/day condensate, will mitigate escalating energy needs of Pakistan, said a news release issued here on Monday.
The installation of this plant is a testament to OGDCL’s commitment to furthering the exploration and production of oil and gas resources in the region.
Besides the commercial operations, the company has underscored its dedication to transforming the lives of the local community in Jhal Magsi through a series of social welfare initiatives in the areas of education, health, water, and infrastructure.
As part of its efforts to enhance healthcare facilities, the OGDCL has provided ambulances to the District Headquarter Hospital (DHQ) in Jhal Magsi.
Additionally, the OGDCL has installed a Reverse Osmosis (RO) plant, recognizing the importance of clean drinking water.

The OGDCL is actively contributing to the socioeconomic development of Jhal Magsi district by combining their commitment to meeting the country’s energy requirements with community-focused initiatives.
Their multifaceted approach, dedicated to securing a reliable energy supply and enhancing the quality of life for residents, is a significant milestone in Pakistan’s pursuit of energy security and sustainable progress.

Quetta Traffic Police to wear new uniform​

People can submit challan on the spot as fines can be deposited through mobile debit card, credit card, easy money, other means​

QUETTA - Balochistan Police has decided to change the uniform of Quetta Traffic Police from today (July 14) and equipped them with modern requirements to improve the traffic management system and enhance their performance. Traffic Police Quetta SSP Behram Khan Mandokhel while talking to media said the traffic management system has linked with the online banking system to facilitate the commuters in the submission of fines on the spot despite standing in a queue in the bank to pay the fines.
The latest system has been installed in the devices of the traffic sergeants, through which fines can be also deposited through debit cards, credit cards, easy money and other means on the spot, he added.
SSP Traffic Behram Khan Mandokhel said that a summary of the development of traffic police offices on the model of mega centres like NADRA and passport centres has been sent to the higher authorities.



SSP Traffic said that Quetta Traffic Police has been connected with Data Command and Communication Centre (D3C) and traffic is being monitored through D3C cameras installed in the city. The wireless operator informs the sector incharge where observed a traffic jam problem in the city. The SSP further said that measures have been taken to provide the best services to the public, while a modern app has been launched to inform the applicants about all the stages of licence preparation through text message.
He said, “Through the app, people will get timely information about the rush in different areas and they will also be able to inform the relevant traffic officer about the rush and traffic jam.” A modern licence card has been introduced which has a QR code and over 30 security features to eliminate the traffic roles violation.
ONLINE FINE PAYMENT SYSTEM INTRODUCED FOR QUETTA TRAFFIC POLICE: SSP



Senior Superintendent Police (SSP) Traffic Quetta Bahram Khan Mandukhel on Thursday said that reforms are being introduced to equip traffic police Quetta on modern lines.
Apart from changing the uniform of the Quetta Traffic Police, it has been connected with online banking. Now people will not need to go to the bank to pay the fines, they can submit the challan on the spot as fines can be deposited through mobile debit card, credit card, easy money and other means. SSP Traffic further said that the summary of making traffic police offices into mega centres on the pattern of the NADRA and passport office has been sent to the higher authorities

Panjgur, Chagai ideal for renewable energy, say experts

QUETTA: Energy experts told a conference here on Monday that Panjgur and Chagai districts of Balochistan have the potential to produce thousands of megawatts of renewable electricity from wind and solar panels but financial, administrative and political issues are hampering using these resources to resolve power crisis in the province.

They highlighted various problems being faced by the people in the province such as low level of access to electricity, high electricity costs and long hours of load-shedding, and said that the most effective option to address these problems is to produce electricity from renewable resources close to where the people need it.

They said that Balochistan-based electricity projects in general and renewable energy projects being planned in the province, in particular, get neglected because of the bad law and order situation, lack of policy preparation and policy planning at the provincial level and the absence of coordination between provincial and federal government officials.

The conference titled, ‘Balochistan’s Renewable Energy Journey: Making Accessible, Affordable and Sustainable Power in the Province’, was organised by the Institute for Development Studies and Practices (IDSP), a non-governmental organisation working in Balochistan since 1998.

GWADAR - Motivated by the solar donation drive launched by China in Gwadar in phases over the last few years that facilitates more than 4,000 locals and helps mitigate their power outage woes, the solarization of Gwadar is gaining momentum.

In the “Dashti market” and “Airport Road market”, two main electronic markets in Gwadar, there used to be a considerable rush of customers battered by long-hour power breakdowns since the onset of the sweltering season of summer.

Three years back, these markets did not have solar panels, batteries, or operating systems. After China unveiled the initiative of distributing solar systems among the most deserving groups in Gwadar that turned their electricity nightmares into pleasant life, awareness started gripping the people of Gwadar with insights that solar system is a key solution to power outages.

According to an official of the Gwadar Chamber of Commerce and Industry, sales of solar panels and systems are booming in Gwadar as residential and commercial buildings are being solarized.

Wasim Baloch, a trader of Dashti Electronic market, told Gwadar Pro that among his customers, 40 percent are interested in buying solar systems for homes or outlets.

When Noor Muhammad, a customer at Airport Road Market, was asked about his reason for purchasing solar sets, he said that perpetual power failure has become a pain in the neck. Going solar is the sole solution for him to get rid of the load-shedding menace, he added.

Locals who are the beneficiaries of solar systems donated by China said, “Power breakdown is no problem now, we are rescued as China’s solar systems continue to serve the unserved people of Gwadar,” said Abdul Rashid, fisherman and resident of the Gazarwaan area near Masjid-e-Aqsa in Gwadar old City.

The Chinese Embassy in Pakistan and China's Ministry of Ecology and Environment donated 4,000 sets of solar photovoltaic systems and LED lights last year.

Balochistan delegation visited Henan for agri cooperation​

On 23th of September, a Pakistani delegation from Balochistan led by Nawabzada Shazain Bugti, Pakistan's former minister for narcotics control, traveled to Grain Innovation and Development Center of Henan University of Technology in Henan, China to attend an agricultural forum organized by Pei Shaofen, director of the center.

The main purpose of the delegation's visit to Henan is to seek cooperation in corn, wheat, soybean, peanut, sugarcane, vegetables and related agricultural technologies and equipment. Chinese entrepreneurs from seed companies in Henan province, including Henan Qiule Seed Technology, Henan Jifeng Group and Henan Bio King Company, were invited to participate in the forum.

In the afternoon, the delegation visited the experimental base of Henan Jifeng Group located in Xingyang, China, accompanied by Dr. Yuan Liang, a young breeder of the company.

“Henan Jifeng Group has an excellent research and development team and advanced breeding technologies of maize, wheat and other crops. We’d like to invited the leaders and experts of the company to Pakistan for field trip. We hope that they can have more cooperation with Pakistan,” said Nawabzada Shazain Bugti.

NHA Awards Contracts for Three Packages of Zhob-Quetta Highway​

The National Highway Authority (NHA) has awarded contracts to a joint venture of local construction companies, for the dualisation of three significant packages of the Zhob-Quetta (Kuchlak) National Highway (N-50).

This particular highway holds crucial significance as it forms an essential component of the Western Route of the China-Pakistan Economic Corridor (CPEC).

According to the NHA’s notification on October 25, the Dualization of the Kuchlak-Zhob Section of N-50 Package-I, spanning 65 kilometers between Zhob and Tangi, has been awarded to SMC-ACE (JV), which emerged as the first lowest bidder during the bidding process. The contract has been awarded for Rs. 7.34 billion.

As per another notification from NHA, the contract for Package II, covering the stretch from KM 65+000 to 130+000 between Tangi and Qila Saifullah, has been awarded to SMC-ACE (JV). The contract was awarded for Rs. 7.88 billion, as they were the first lowest bidder in the bidding process.

According to the recent notification, the contract for Package III, encompassing the section from Km 130+000 to 180+000 between Qila Saifullah and Nasai, has been awarded to SMC.

SMC secured this contract as the first lowest bidder during the bidding process. Notably, SMC is the sole winning bidder for this package and does not have any joint venture as per the notification.

As per the notifications by NHA, the estimated completion period for all three packages, as per the contracts, is 36 months.

The Executive Committee of the National Economic Council (ECNEC) approved distinct PC-Is for the construction and land acquisition of the project on March 28, 2019, while the very next day the groundbreaking ceremony for this pivotal CPEC connectivity project was performed.

N-50 commences at Kuchlak to the North of Quetta, extending eastward via the urban areas of Muslim Bagh, Qila Saifullah, Zhob, and Mughal Kot, ultimately connecting with the Indus Highway near Dera Ismail Khan.

This highway serves as a vital road link between the provinces of Balochistan and Khyber Pakhtunkhwa (KP), passing through pivotal locations including Bostan, Khanozai, Qila Saifullah, Gwal Haidazai Post, Mina Bazar, Zhob, Mughal Kot, Daraban, and Dera Ismail Khan.

The Kuchlak-Zhob section of N-50 is set to be upgraded as a four-lane dual carriageway, incorporating geometric improvements.

The proposed 4-lane facility is expected to significantly contribute to the economic and social development of Balochistan, Central Punjab, and KP by extending benefits to a larger population.

This development is anticipated to bring about a transformation in the social fabric of the communities residing along this corridor.
