QUETTA: The Balochistan government has decided to establish an elite force comprising 1,000 personnel to combat terrorism and curb crimes in the province.

The decision was taken at a cabinet meeting presided over by Chief Minister Nawab Sanaullah Zehri on Tuesday.

Inspector General of Balochistan Police Moazzam Jah Ansari briefed the meeting on the purpose of the elite force, saying that it would improve the efficiency of the regular police in combating violent crimes, including acts of terrorism.

He said the government had already started training of the police force for improving their skills, adding that the force would be provided with modern weapons, better equipment and vehicles. The project, IG Ansari said, would cost around Rs478 million.

More than 500 police personnel had already been trained at the police training centre, he told the meeting.

During the meeting, the cabinet approved a proposal to form an assessment and examination commission in this regard.

The cabinet laid greater emphasis on early completion of PC-I of all projects and release of funds by the finance department for all those schemes approved under the PSDP or the MPAs development fund.

An official of the Sui Southern Gas also briefed the cabinet on the Rs15 billion projects to extend liquefied petroleum gas (LPG) facilities to 29 townships. He told the cabinet that tenders had already been floated to establish LPG plants at 10 townships of the total 29 plants.

He said the 10 LPG plants would be completed in next six months.

Later on, a QESCO (Quetta Electric Supply Company) official briefed the cabinet on the provision of electricity to far-flung areas of Balochistan. Majority of Cabinet members expressed displeasure over inordinate delay in implementing power projects in the province.

The cabinet issued instructions to the QESCO for early completion of power projects.

its better to add more APC and MRAPS rather adding more troops .. equip the FC with heavy gear , armed drones and attack Helicopters .
Just like making a regular infantry battalion into R&S Unit 8-)

FC is turning into a force to be reckon with, they just need some sophisticated systems like Armed drones and Attack Helicopters of their own, maybe drones are too much but Old Cobra can do good for FC and , as the Al-Zarrar's will start to phase out they can easily join the FC and serve .. our FC men need Air Support in their Operations in rough terrain of Baluchistan .. adding numbers to troops will not make much difference but advancing their capabilities to track and hunt down terrorist to their caves will make a a huge difference in my Opinion .

In my opinion these are measures which should be taken to improve Police Force.

1 : First a regular Police Man's training needed to be improved in Police Academy, therefore it should be taken over by Army. The fighting training in Police Man academy should be designed by Army.

2 : Secondly a 6 week course like Pabbi should be made compulsory for every PoliceMan and Women.

3 : Every Province should have one unit called SWAT which should be basically just like SSG. If let say Punjab has total Police of around 350000 to 400000 than 8000 should be SWAT. And also raise units like LCB of Army and raise as many of them as you can

4 : Merge all the provincial intelligence agencies into Special Branch and develop forensic labs and cyber wings. Also SWAT and LCB kind of units should be under so they can carry out raid where ever they get intelligence of.

Yes Police needs to change its behavior and corruption and other issues and they should be done but still the above mentioned measures should be taken to change and improve Police capacity to fight criminals and terrorists.

Although I believe that 10,000 is an inadequate strength, it is nonetheless worth welcoming and hopefully the povincial govt. will increase this number overtime, especially since they will be deployed over the vst area that Balochistan covers.

These are, proposals worth supporting , I've got a few suggestions as well, please give them a read:

1-Pakistan needs to have 2 Paramilitary organisations:

i)One of which would be active in Punjab and Sindh, the other in KPK,Balochistan and G.B.
This division should be done so that the soldiers/officers etc can be trained to specialize in combat according to the respective region's geography, militant tactics etc and so that each paramilitary organisation does'nt get to powerful like the IRGC has become in Iran.

ii)The officers and soldiers of these organisations should be drawn from low performing / retiring officers in the army and very well performing officers in the Police or the CTD.

iii)A vast amount of weapons and equipment is seized from terrorists/criminals each year which ends up getting destroyed or wasted in depots, such weapons should be repaired/improved and used by those paramilitary organisation, this will make it very economical for the government to operate/maintain these organisations.

2-Apply a 'Carrot and Stick' policy:

The 'carrot' part:
This means that the soldiers/officers pay packages, rations, holidays etc should be determined by their performance, this would include not only their individual performances but that of the entire platoon/brigade etc.One way to do this is by giving each person a 'basic salary' with additional allowances for doing things like completing an operation early, using minimum possible ammo, capturing militants alive instead of simply killing them etc. This will create an incentive for them to perform well.

The Stick part:
Absolutely strict punishments and penalties should be in place to prevent bribary, disloyalty etc so as to create an efficient, obedient and well disciplined set of institutions.

Please provide more suggestion and criticise my idead so that we can come up with ideas that are best for our country.

Yes that is true but still Police has to be trained even with no politician interference a untrained Police can't handle anything or any one for that matter

Training is not a big issue, Training given to competent officers already exists. But the police act as a thug enforcement in Punjab and Sindh for their political controllers. Criminals are recruited into policing for this matter because politicians have control of the police.

police needs to be placed under the court's because police build prosecution that has to be scrutinised in the court. So the Judiciary is the upper echelon in Law & Order.

Both are important since PA needs to disengage from the internal security which in principle should be tackled by police and other security forces under ministry of interior while army should focus on the external enemies.

.
This is a good step. The Balochistan police should be able to take control of the whole of the province.
