Being from the armed forces, and not local, our docs oftentimes need local translation help. And learning a few key questions (Kai traas aahe).
But even without that, you can pretty much survive throughout India with Hindi. It's the de facto link language for 1.4 billion people.
250 million is a much smaller number.

That's the same with Urdu and Pakistan, but saying that everyone understands Urdu is not true, but people eventually learn it cause its easy to learn and also because Urdu has words from many other languages that is why people learn it quicker than other languages.
