Baitullah orders militants to stop attacks in Fata, NWFP

TANK, April 23: The leader of Pakistani Taliban, Baitullah Mehsud, has ordered his fighters to “immediately cease their activities” in the tribal region as well as the NWFP.

“Baitullah Mehsud has issued directives to all his comrades that in order to restore peace in the region, they should cease their activities forthwith both in the tribal region as well as the settled districts of the

NWFP,” said a pamphlet released on Wednesday. “He has warned that his directives should be complied with and those violating them will be publicly punished,” it said.

A spokesman for Baitullah confirmed the contents of the pamphlet circulated in South Waziristan Agency and the adjoining districts of Tank and Dera Ismail Khan. The development follows behind-the-scenes negotiations between the amir of Tehrik-i-Taliban Pakistan (TTP) and the government, conducted through tribal interlocutors.

A 15-point draft agreement, to be signed between the Mehsud tribe of South Waziristan and the local political administration, calls for an end to militancy, exchange of prisoners, withdrawal of the military and resolution of issues in accordance with local customs and the Frontier Crimes Regulation.

Maulvi Omar, who speaks for Baitullah, told Dawn that the military had begun pulling out of the Mehsud area as a result of the talks.

The draft agreement envisages the Frontier Corps would replace the military in the area.

Sources said that military presence in the Mehsud territory was already very thin, except for a limited number in Razmak. A military spokesman, however, denied that any orders had been issued to pull out the army. “Not yet,” Maj-Gen Athar Abbas said. “So far we have not received any orders from the government.”

Maulvi Omar said talks between the two sides were “coming to fruition”. The agreement would incorporate demands from the two sides, he added.

He claimed that the TTP had in custody more than 100 military, paramilitary and government officials. They would be released after the signing of the peace accord through a grand tribal jirga.

Maulvi Omar said talks were under way on two tracks — at the provincial level to restore peace in the settled districts, including Swat and Darra Adamkhel, and for the Federally Administered Tribal Areas.

“There will be full compliance from our side,” he said, adding that he was more optimistic than ever before that peace would finally return to the region.

He said the government had released three of their people, including Maulana Sufi Mohammad.

He expressed the hope that the government would also withdraw forces from other areas.

The government should not withdraw its troops. Troops should be there to maintain the rule of law of Pakistan.

^^^^What ever needs to happen for the sake of peace in Pakistan must be done. I just wish we could go back in time and make the deal which would of kept Pakistan together.

Not really! We need to make sure that all areas that include in pakistan are a part of pakistan and hence pakistani law should be applied to all. Mehsud is a terrorist and he should be taken out, if the GOP does not take him out then thats a weakness our future generations will have to bear. God bless Pakistan:pakistan:

i guess those militants have now got a perfect time to regroup themselves. Their plans were somewhat disrupted by President Musharraf and his policies, but people like NS are trying their best to help foriegn hands involved in destabilizing Pakistan.

And even if this current coalition government is trying to work sincerely, the strategy to first allow them to run freely and then conversate is a bad one.

When police eyes a criminal, it dosent have talks with the criminal, but the police first arrests him, stop and de-function his network, and then decides whether to make a peace deal with, or to strike with power.
But here we will allow them to gain enough power, so that in time of desperation, we lag behind them, hence failing to have control of anything wrong when needed.
I hope we all work with sincierity and that our leaders do the same.:pakistan:

True. Pakistani law should be applied there but how? Do you really think we can do what the mighty British empire failed to do in 200 years. Come on man let's stop fighting America's war on Muslims (terror) and come to our senses. When did the tribal areas ever pose a problem for Pakistan before 9/11? Never.
As for Mehsud, is he really a terrorist. Probably yes but who knows. Till the time we keep working on America intel we will keep on declaring our own people terrorists.

Mehsud might be a criminal and might be wanted, but I ask you which Pakistani politician isn't. I mean the people sitting in Parliament are bigger criminals then Mehsud. If they can live free then why cant he. And we must remember he is more dangerous. Now I am not favouring him, but I am just saying lets give this deal a chance. Lets see if the deal really works. At the same time what needs to happen in slowly people of FATA needs to be brought in with the rest of the political field in Pakistan. This needs to be done slowly because it is a sensitive matter. And if all fails I say kill them all, but atleast give them a chance. This deal is what the people of Pakistan want.

I have no issues with the deal, provided, as has been reported by the media about the Sufi Mohammed deal, the TTP agrees to respect the writ of the government, and only goes about enforcing advocating Shariah in a peaceful manner, without setting up a parallel administration, like Mullah FM and the Taliban have been doing.

That point is where the deals will make or break - is the writ if the Government going to be respected by these groups?

Yeah, it's about time we reigned in the maverick attitude of these tribals who think they're above the Pakistani law. All of these guys should be made to pay taxes to the federal and provincial government, and made to obey all laws of Pakistan. Enough is enough, these guys have had an open court to play for over 60 years.

Your information is incorrect brother. The tribes have always been a threat particularly when anti-Pakistani forces are in control on the other side of the border. And even other than that they have occasionally behaved badly when ever they thought they could get away with it. Pakistan Army has known this from the start. Its about time we deal with them once and for all, there is simply no place for 'tribes' in a civilized nation. I am not saying all this is gonna be easy or that all of them are bad, what I am saying is that its a reality and we have to deal with it.

So what are you suggesting then, people like Mehsud who are behind the killing of thousands of pakistanies should be set to loose. Is it american intel? cant you see when a bomb is struck in different cites and mehsud openly accepts responsibility for that, how come if he wasnt involved and things were done based on american biased intel, he ordered his men to stop attacks inside FATA and other areas of pakistan?

So you are suggesting that Mehsud is your brother just because he is a muslim and that makes him pardon of all the crimes that he has committed against the state and what about the thousands of innocent pakistani lives being lost in his proxywar against the state? Who needs enemy when we have pakistanies themselve to do it.:tsk: damn man!
We need to wakeup and get out of this muslim ummah **** because there is no such thing as a muslim ummah, it has been long lost and pakistanies need to make the correct decision differentiating between the right and the wrong, judging the person by his acts and not by his faith. This brother thing will destroy us all if we continued to go for the wrong approach.:hitwall:
