ERBIL (Kurdistan 24) – Baghdad owes over one trillion dollars to Tehran as reparations for the Iran-Iraq war, a member of the Iranian Reformists political faction (Eslah Talaban) in the Islamic Republic’s Parliament (Majlis) said on Thursday.

“The government of Iraq, according to Article 6 of Resolution 598 [of the UN], owes USD 1.1 trillion as compensation for direct damages,” Mahmoud Sadeghi, a member of the Majlis and representative of Tehran, wrote on Twitter.

The clause referenced, issued in 1987, had requested the then UN Secretary-General “to explore, in consultation with Iran and Iraq, the question of entrusting an impartial body with inquiring into responsibility for the conflict and to report to the Council as soon as possible.”

On Dec. 9, 1991, after the inquiry, UN Secretary-General Javier Pérez de Cuéllar concluded that Iraq’s “explanations do not appear sufficient or acceptable to the international community.”

The attack “cannot be justified under the charter of the United Nations, any recognized rules and principles of international law, or any principles of international morality, and entails the responsibility for conflict,” Cuéllar added.

Iraq’s invasion of Iran initiated the eight-year conflict, a move inspired by fears of a possible Shia rebellion against the Ba’athist regime in response to the Iranian Revolution at the time.

The possibility of Iran coming out as the dominant state in the Persian Gulf was another factor in the Iraqi attack.

Ending after Iran accepted a UN-brokered ceasefire, the war cost over 100,000 lives on both sides not including the 50-182,000 Kurds during the al-Anfal Campaign.

Since then, encouraged by the UN announcement, the Iranian government has sought reparations from Iraq, with no luck so far.

“So far, the Iranian government has, in consideration of the bottlenecks in which the people of Iraq find themselves, delayed demands of reparation,” Sadeghi’s post continued.

He also lamented Iraq’s reaction to the US’ re-imposition of economic sanctions on Iran which had initially ended with the 2015 nuclear deal.

During his weekly press briefing on Tuesday, Iraqi Prime Minister Haider al-Abadi said Iraq would not react to the dispute between Iran and the United States as Washington re-imposed sanctions on the neighboring country.

Abadi described the sanctions on Iran as “a strategic mistake and incorrect,” adding Iraq “will abide by them to protect the interests of our people.”

“Now, however, the Iraqi Prime Minister, instead of compensations, accepts tyrannical sanctions on the people of Iran,” Sadeghi bemoaned.

Won't ever happen.

Using that logic Iraq and many Arab countries can sue the Iran (Iranian Mullah regime) for similar sums of money for the destruction that they have either directly or indirectly contributed to.

Iraq too can demand reparations due to the war and prior meddling under the Shah.

Never going to happen.

lol

That's Kuwaiti behavior

At least Kuwait had a much greater reason (the oil issue but other than that nothing aside from actual support for Iraq (great economic aid) which was (foolishly) answered by a senseless invasion of Kuwait which destroyed much (environment, infrastructure in particular and oil that was wasted).

Iran here is nowhere near Kuwait in terms of being "innocent". Rather the opposite.

I suggest Iraq to sue the Iranian Mullah's for prolonging the war with 6 years from 1982 onwards.

I also want to sue the Iranian Mullah's for neglecting the Iranian Arabs and their homelands which are the wealthiest in all of Iran and those with the greatest history (Elamite) and closely related regions to the Arab world (Iraq and Eastern Arabia).

For increasing cancer rates, lack of water, dirtiest air in the world (pollution) etc.

Maybe Iranians should also demand millions in reparations from the Iranian Mullah's for destroying 40 years of their lives.

Apparently Tehran is one of the most polluted cities (increased cancer rates as well due to this) in the world and running out of water. A huge environmental crisis waiting to explode.

Sanctioned state, pariah state, currency worth less than toilet paper (I could afford using Iranian currency as my toilet paper for the rest of my life although I always use toilet paper AND water afterwards for those interested  ) and a 80 million big nation with great oil and gas resources yet an economy similar to 10 million UAE.

But hey, let us obsess about KSA instead and long dead Hijazi Arabs from modern-day KSA and who was right or wrong 1400 years ago.

On 9 December 1991, Javier Pérez de Cuéllar, UN Secretary General at the time, reported that Iraq's initiation of the war was unjustified, as was its occupation of Iranian territory and use of chemical weapons against civilians:

That [Iraq's] explanations do not appear sufficient or acceptable to the international community is a fact...[the attack] cannot be justified under the charter of the United Nations, any recognized rules and principles of international law, or any principles of international morality, and entails the responsibility for conflict. Even if before the outbreak of the conflict there had been some encroachment by Iran on Iraqi territory, such encroachment did not justify Iraq's aggression against Iran—which was followed by Iraq's continuous occupation of Iranian territory during the conflict—in violation of the prohibition of the use of force, which is regarded as one of the rules of jus cogens...On one occasion I had to note with deep regret the experts' conclusion that "chemical weapons ha[d] been used against Iranian civilians in an area adjacent to an urban center lacking any protection against that kind of attack."

1991 is a time when Iraq was isolated by the world far more than Iran is today. The UN isn't exactly neutral as it's said to be. This comes just after the invasion of Kuwait and sanctions.

If reparations are to be paid it should be that Iraq pays from 1980 till 1982. Iran can pay Iraq for 1982 till 1988 for rejecting the cease-fire. But let's be real, that subject is buried and long gone and has already been rejected before by Baghdad. Neither is a high-ranking Iranian leader (Pres/PM) going to request this as it would push Iraq away.

Btw I also like to have some money, the Iran-Iraq war damaged me indirectly.

Most importantly, using that logic, the US would owe trillions to Iraq for US policies in the past 30 years.

I also believe that the UK and France should pay trillions upon trillions of dollars in reparations to Arab states that were under British and French rule for a few decades.

Imagine the most grave such example (Algeria). 132 years, including a genocide. Algeria could potentially become as rich as KSA is when it comes to natural resources.

I wish Iraqis also good luck, if they follow the US sanctions against Iran.

The US sanctions on Iran is the fault of who (which regime and regime policies again)? If the Iranians had any sanity and bravery they would have removed their incompetent Mullah regime ages ago. It's been 40 years. Either that or Iran is full of Mullah drones and if PDF is representative that might actually be the case by large.

Why should Iraq not follow its interests? What does Iraq owe Iran? Should Iraqis kiss Iranian hands for exporting misery (Wilayat al-Faqih) and turning Iraq into a largely failed state where every Mullah donkey allied to Iran has his own private army (militia), answers to Mullahs sitting in Qom and damages the Iraqi state on every front aside from being insanely corrupt? Corruption which Shia Twelver ideology encourages due to their concept of Khums where 1/5 of Shia Twlevers money is recommend to be given to Mullah's and Shia Twelver organizations, hence Mullah's in Iraq and Iran being the richest people.

The starter of the war should pay. The subject is maybe buried, however it can be digged out from the soil if Iraq shows unfriendly behaviour to its neighbour. Technically there is still a ceasefire between Iran and Iraq.

If middle eastern governance would improve creating the right environment for industries, free markets and economic development the revenue of the people and state will be so high that this parliamentarian wouldn't come asking for repairs of a war his supreme leader prolonged with 6 years.

It's not unfriendly, Abadi opposes the sanctions but says he will abide to protect his national interests. The reason is your Kurdish cousins in the north are all too eager to get US support against Baghdad, if that happens will you help? no you won't

Mullahs have been part of Iraq since the beginning. It has nothing to do with Iran. Iraqis are just following their religion which indeed has also political consequences. Even if Iran would stop existing tomorrow, Iraq and Iraqis and their situation would stay about the same (if not becoming worse).
Is shiism Iranian? No, it's arabic. Are shia Imams Iranians? No, they were arabs. Are the leaders claiming descent from Iranians or arabs? Arabs. So Iran or Iranians cannot be blamed at all.

Iraq owes Iran a lot: war reparations, partial role of Iran in saving Iraq from ISIS (literally end of Iraq) and partial role of Iran in stopping Barzanistan.

Mullah's under the monarchy and nationalistic governments or Saddam never had this much direct power. In fact Saddam even banned Shia festivals in Karbala and Najaf and life went on.

The Wilayat al-Faqih idea of total obedience to Mullah's and Mullah involvement in politics (directly) is an Iranian creation. It's the "Qom school" of Shia Twelver Islam. It's not "made in Iraq" but "made in Iran". In Iraq the Najaf school is dominating (at least for now).

Even pre-1979 we had such Iranian Islamist thinkers like this guy below.

Al-Husseini Al-Sistani is a great example of this school of thought.

I can claim direct descent from Sargon of Akkad. Or Santa Claus. Or Confucius.

I highly doubt that. History proves the exact opposite. Whenever Iranian influence/involvement was low in Iraq, Iraq prospered.

Islam has been the religion of the vast majority of all Iranians for half of your historical existence (soon 1400 years). Your Shia version (Wilayat al-Faqih) and Iranian Twelver Islam is made in Iran. Because Shia Arabs don't believe that Omar broke the rib of Fatima and similar nonsense.

The propaganda/fairytale of Iran saving 40 million big Iran from 20.000 ISIS members or reconquering Kirkuk from a few Barzanistani militias is a joke not worth commenting on.

In fact KSA (being a member of the international coalition against ISIS) probably did more harm against ISIS (directly) through numerous successful bombing raids than some old Iranian advisers looking for "martyrdom" did.

Here we have an 13 year old Iranian kid fighting in Syria. I am sure that he makes a world of difference on the ground.

It's great disrespect (that would get you in trouble in Iraq) to claim that a few Iranian advisers "defeated ISIS" when 99% of the fighting was done by the Iraqi people and locals sacrificing themselves.

But we are used to this "logic" and behavior. After all Iranians tend to claim everything and whenever Houthis or Hezbollah and other terrorist proxies do something (Arabs doing the ground fighting) some Iranian in the UK or US or Mashhad who has never seen war in his life, will claim the "glory" in front of his old computer using a proxy to access some Western/English forum.

Yeah Iraq was a great country under saddam, progressing fast (sarcasm).
Iraq has no wilayat faqih system and sistani even rejects the Islamic republic system.
Well they follow the arab religion, so you cannot say Iran or Iranians are the source of the problems, even when talking about wilayat faqih, which only exists in Iran.
Analysts have written about role of Iran in both preventing Barzanistan and ISIS take over of Baghdad. Those 20000 killed thousands of Iraqi soldiers in 1 day (Camp speicher). I do believe that's not a fairytale and they truely posed danger for existense of Iraq.
New reports are claiming Saudi is working with al-qaeda in Yemen. Also in first day/months of ISIS taking over area after area in Syria and Iraq Saudis were silent (suspicious way of silence).
