The missile is stated to have a high degree of maneuverability, allowing it to "hug" the terrain, and "near-stealth" capabilities. More advanced versions of the Babur are under development. Later versions are planned to have a range of 1000 km and be capable of being launched from Pakistan Navy submarines such as the Agosta 90B Khalid class.

After the launch the wings unfold, the booster rocket is jettisoned and the jet engine started.

Given its range, it can target many areas in India with out been detected. TERCOM-equipped missiles fly closer to obstacles and at generally lower altitudes, making them harder to detect by ground radar.Pakistan also has Raad air launch cruise missile that has the TERCOM guidance system.

Pakistan’s nuclear-capable cruise missiles have the potential to complicate India’s decision-making calculus and even constrain Indian strategic behaviour. First, Pakistan’s cruise missiles will pose a serious challenge to India’s fledgling missile defence system. Cruise missiles are virtually undetectable and highly survivable, even in the face of modern missile defences. The first few weeks of the 2003 Iraq War demonstrated that sophisticated missile defences could shoot down ballistic missiles with relative ease, but faced a significantly more difficult task in preventing a cruise missile strike.

Second, the addition of cruise missiles to Pakistan’s arsenal can obscure the distinction between tactical and strategic weapons, thereby complicating nuclear signalling by creating a degree of uncertainty in the minds of Indian decision-makers. Nuclear signalling involves the preparation or movement of nuclear weapons in order to communicate to the adversary that a situation has escalated to the point where these weapons may be used.

In response to India’s pursuit of missile defenses, Pakistan has expanded its countermeasure efforts, primarily through development of maneuvering re-entry vehicles. Regarding the missile engine. It is propelled by a Turbo fan engine and has a maximum speed of approximately 880 Km/h (high sub-sonic speed). The missile is powered by 700lb thrust engine with a thrust-to-weight ratio of 4.8:1 comprises a single-stage centrifugal compressor, two-stage fan with a two-stage low-pressure booster, a reverse-flow annular combustor with rotary injection, a turbine section with one high-pressure and two low-pressure stages. It uses a special high-density blended aviation turbine fuel that has more energy for a given volume than standard fuels, and can endure harsh weather conditions and long storage periods.
