Ministry of Railways should be dissolve and a professional CEO should run Railway along with board of Governors.

Or they should make it into Ministry of Transport and streamline a national transport policy. It can also be used to make better Vehicle licensing standards.

Transport is under Minister for local governments in every province so it doesn't require any other ministry

I'm not talking about a local transport sector. This ministry would be responsible for the whole country's traffic rules and regulations. NHA should function under it, with future planning of roads and highways needed. Not like before where one day Mian saab wakes up and says make a Motorway here and an underpass over there.
The railway lines should be under it and it gives contracts to private companies to run their Railways on it. Like in UK and rest of the world. This will be much more efficient and uniform around the whole country.
