Because as the DG ISPR already said, they were only cleared to fire if military installations were actually targeted.

You guys go on the internet and search how many times Russian aircraft violated Turkish airspace, how each time NATO did nothing, until finally Turkey took a unilateral step to shoot down the Russian aircraft. Nations don't just shoot enemy aircraft on day 1. A narrative is built, precedent is set, and a pattern is determined. Only after repeat violations does a nation decide to shoot down an enemy aircraft.
