Normally I agree with you on the victim hood claimed by Islamists, but the topic at hand is different.
I think giving ethnic Uighur movement a religious colour was a malicious attempt by China in order to get international sympathy! From whatever I hear about this conflict, it appears an ethnic conflict rather than a religious in nature, primarily! For all we know, China might be deliberately giving it a religious dimension just because it suits them better to handle it internationally.
Remember, China is not a saint when it comes to denouncing Islamist terror groups when it suits their strategic goals!!! Pakistan-based JuD, a UN designated Islamic terrorist group, comes to mind. It was supported by China using its Veto right in the UN for its role in 2008 Mumbai terror where close to 200 people died!!!
Actually you are right that this is primarily an ethnic conflict but it was not China but the Uighur extremists themselves who tried to turn this into a religious conflict because they thought they would get more support from jihadi groups if they did so.
