Conflict resolution hardly ever works in the contemporary world order. Look at the case of Rwanda the Tutsi's had to forcibly destroy the interhamwe to have peace in there country, otherwise the whole population would have disappeared from existence. The Fauj has to cripple there leadership then play divide and rule with whats left over to demoralize them. You have to be ruthless to the enemy. First action should be to publicly hang Muslim Khan in Swat...to send a message to Fazlullah that he is next. Second action to do strikes in Afghanistan to send a message to Afghan intelligence that there time is ticking because there protectors won't be there to protect them once they withdraw.
