MOSCOW: India said on Sunday it would assess the situation arising out of a sharp increase in ceasefire violations by Pakistan on the international border and LoC in Jammu & Kashmir as it develops and leave it for the time being to the two directors general of military operations who have been tasked to restore peace.

"The DGMOs are in touch and they have spoken to each other ... It is for them to find a way, they have been tasked to do this," an informed source said as Prime Minister Manmohan Singh arrived in Moscow for an official visit.

The source said that the DGMOs, who speak on the hotline installed between the two capitals every on Tuesday, have spoken but not met as yet.

During the September 29 New York meeting between Manmohan Singh and his Pakistani counterpart Nawaz Sharif, both sides had agreed to have their DGMOs meet regularly in order to maintain peace on the line of control.

The year has seen several violations of the 2003 ceasefire, including the beheading of an Indian soldier and the killing of five soldiers, which provoked widespread anger in India.

"Let's give them (DGMOs) a chance," said the source.

"We'll assess the situation as it develops and see whether there is seriousness or not on the Pakistani side to restore the ceasefire and respect it. It is too early to say.. Let the DGMOs talk to each other and see if they can do it ... It is too early to draw conclusions," the source added.

The source said that the increased ceasefire violations could be linked to "infiltration attempts".

"Many of the ceasefire violations are linked to infiltration attempts. This is the time of the year when a lot of infiltration happens ... before the snows, this happens."

"Let's analyse how the pattern differs this time. There is certainly an increase over last year. We'll see the pattern and draw conclusions," the source said.

Two Border Security Force personnel were injured on Friday when Pakistani troops opened fire at 10 border out posts and civilian areas along the International Border in Jammu and Samba districts.

Jammu & Kashmir chief minister Omar Abdullah said Saturday that the central government needs to take up the issue of ceasefire violations with Pakistan in a "strong manner" as it was getting "more serious" now.

Jammu: In the biggest ceasefire violation along the International Border in a decade, Pakistani soldiers opened fire at Border Security Force (BSF) posts at 25 different locations in the Samba district of Jammu and Kashmir on Friday night. Sources in the BSF say they have asked for a flag meeting to lodge formal protest but are awaiting response from Pakistan.

The firing, that began around 7:30 pm on Friday and continued through the night, stopped on Saturday morning. The BSF retaliated with mortars.

Pakistan is under watch after a series of ceasefire violations along the Line of Control (LoC) and the international border, top government sources said on Sunday.

Even as Pakistan's Prime Minister Nawaz Sharif tried once again to internationalise the Kashmir issue in the US, government sources in Moscow said, for forward movement of peace talks Pakistan has to restore peace along the LoC first.

J&K is a bilateral issue and there was no place for any third party, they said.

India, at the highest level, is also assessing if Pakistan is actually serious about restoring peace along the LoC.

"The Director Generals of Military Operation (DGMOs) of India and Pakistan are constantly in touch and have been tasked to look for ways to restore peace and tranquility along the LoC. Let us give them a chance. We are assessing whether there is seriousness on the part of Pakistan to restore peace," government sources said.

The government's initial assessment clearly indicates that the ceasefire violations this year are more serious than before and there is a change in the pattern. "Till last year, these ceasefire violations were linked to infiltration. But this year, they are more than earlier. Usually, there is an increase because Pakistan tries to push in more terrorists in the higher reaches (like in Keran-Kupwara sector) before the snow comes in. We are now analyzing the reason for change in pattern. It (infiltration and ceasefire violations) is more than last year," sources added.

Government sources, however, refused to speculate whether this increase in infiltration and ceasefire violations along the LoC was happening with clearance from the civilian leadership in Pakistan or was the army acting of their own accord.

There has been a recent hardening of stance on Pakistan-sponsored terror and firing along the LoC. Government sources indicate Pakistan has been keen on engagement between the foreign secretaries of the two countries on the issue but India has turned down the request.

However, no dates have so far been fixed for the DGMOs' meet. "They have been in touch. We need to give them time. Wait for the assessment and then move further,'' sources added.

The only language bhartis understand is : by force. So keep it up guy's, hope they will become humans one day, and we could dialogue with them !
 
@Indo-guy This was only expected when we engaged in the peace efforts with Pakistan, their military establishment gets extremely uncomfortable whenever they hear the word "Aman ki asha", and leaves no effort to sabotage it. Best way to ensure relative peace with Pakistan is to avoid any "Peace effort"!!

Best way to ensure relative peace with Pakistan is to avoid any "Peace effort"!!

Pakistan army will have no relevance if there is peace between India and Pakistan ....in order to stay in business and play savior to Pakistan it is necessary to raise bogey of Indian threat to Pakistani state ...hence Pakistan army's perennial attempts to sabotage peace process...

Just talk to them in the language they understand. Why you want to be polite?
