GAUHATI, India - Separatist rebels fatally shot six migrant workers in northeastern India's restive Assam state, police officials said Wednesday.

The rebels armed with automatic weapons descended on Belbari village and killed five people, said V.K. Ramisetti, the Dibrugarh district police chief. Another migrant worker was gunned down in the nearby district of Sivasagar, Ramisetti said.

The United Liberation Front of Asom (ULFA), fighting for an independent homeland since its formation in 1979, called police and local reporters and claimed responsibility for Tuesday night's killings of the workers, who came from the neighboring state of Bihar.

The killings were similar to a string of ULFA attacks that killed more than 70 migrants workers in January.

At the heart of the violence is simmering resentment by Assam's indigenous people — most of whom are ethnically closer to people in Myanmar and China than India — against the federal government in New Delhi, some 1,000 miles to the west, and ethnic Indians who have migrated to the state over the centuries.

Critics say New Delhi exploits the northeast's rich natural resources while doing little for indigenous people.

Several separatist groups, of which ULFA is the most prominent, have been fighting since 1979 for an independent homeland in Assam.

Peace talks between ULFA and the Indian government broke down in September last year after a six-week truce.

Guwahati, April 2 (NEPS): The Chairman of the ULFA, Mr. Rajkhowa confers his revolutionary congratulation to all the brothers-in-arms as well as to the people of Assam and offers salute to the great martyrs at the very onset of his "Army Day" speech. He expresses his deep sympathy for the families of the martyrs, tortured victims and the incarcerated brothers and sisters in the hand of IOF.

He states in his speech that the decision to add arms in our struggle against Indian colonialism was an inexorable compulsion with respect to the character of the enemy. And in the present moment the implication of armed struggle has became more imperative than before.

He stresses to develop the ongoing form of guerrilla struggle to a people's war. He remarks that brutalities of occupation forces are a normal phenomenon to scare the people with an aim to cease their participation and voices in favor of ongoing struggle. He calls the people of Assam to confront such brutalities with courage and to rise up against Indian occupation at any cost.

He clearly indicates further that sophisticated armory and number of fighters does not necessarily be the decisive factors of our struggle though those are absolutely most essential ones. Our victory depends upon the active participation of majority people in the struggle.

He asks the soldiers of ULFA to protect themselves at any price from being touched by the odd characters of conventional army that may undermines the proud military culture of a national liberation force.

He again emphasizes that it should be the only task of the national soldiers of ULFA to carry the struggle to the peak of people's war to have a decisive status. It is possible, he pronounces, through dedication for total sacrifice, proper evaluation of our deeds, a relevant information network against enemy, self-criticism, proper development of inner party struggle and above all the strict discipline necessary for national soldiers.

Col. Baruah of the outfit also offers his revolutionary greetings to every soldiers of ULFA and to the people of Assam at the very eve of the celebration of "Army Day". He recollects the reminiscence of the hero martyrs with utmost honor and confers deep sympathy to the victims of Indian brutal hands. He wishes early release of all political prisoners languishing in different dungeons in general and the vice-Chairman and the General Secretary in particular.

He says without any ambiguity "we have already been able to establish the legitimacy of our struggle at the international level and it's the one of the greatest achievements. Self-confidence, patriotism, die-hard determination and conscious responsibility of our brothers-in-arms deserve the basic credit of this achievement."

He presents his absolute gratitude to the people of all walks of life who are helping our struggle in one way or other daring the inhumane brutal repression of Indian occupation.

He urges his subordinates to check the enemy infiltration inside the organization through full proof measure to avoid further sabotage against our organization as well as struggle.

What he stresses most is the uncompromising discipline in the life of every national soldier. He utters that it is the only way that develops totality to a soldier's life, provides high moral, vitalizes with invincible courage, and builds up die-hard determination and workmanship.

He asks all the soldiers of various levels to abstain from such activities and vices those may stain our legitimate struggle. He insists on a doctrine of total sacrifice for the liberation of our motherland.

He pronounces at last, "The exemplary supreme sacrifice for the liberation of our motherland is our worship, Attaining at our goal by means of eliminating our enemy be our deed, and these should be the principle for every freedom hungry armed revolutionary soldiers."

I just read migrant workers.

Poor people who take the huge risk to go and work in conflict hit areas to just eat 2 times a day. And when they are killed somebody calls them 'oppressors'.
 
If govt of India wants they can be wiped out in 2 days . Recently a country like Bhutan finished them off. calling them freedom fighters will mean all terrorists are freedom fighters whether the blast is in Islamabad,Peshawar,Medrid or Newyork. Neither
peacefull citizens are opressors as mentioned.

If these guys are poor and eat 2 times a day. I wonder how the opressed Assamese are doing, I mean being so desperate to get rid of these peaceful poor people.

This is such a joke of a thread. Its funny, that there are some serious insurgency in India, while rest are all farts. I dont understand why people blow up the fart, and loose their own credibility. When they have more than enough fodder on the GOI and IA on the serious insurgency. Somebody talk about AFSPA.i agree.
 
Years of hope, honor and sincerity

Twenty years of struggle and sacrifice of thousands are destined for hope, honor and sincerity. All hopes are ordained for the restoration of national honor.

Despite the critical evaluation of our past struggling moments and related events through the sieve of right and wrong, up and down, gain and lost, martyrdom and capitulation, ULFA reconfirms its sincerity towards the great cause at the very eve of 2003.

Occupation India probably did not left any unturned stone as far as strategy and tactics are concerned to make the days of ULFA numbered. It was neither the deep jungle nor the sophisticated armory helped ULFA to keep alive the great cause but the inspiration of the people, sacrifices of the hero martyrs and the sincerity of the existing members. We would like to acknowledge ourselves that no power of occupation India will be sufficient to stain our sacred cause in future. It is already time tested by the India itself. Indeed, a saturated ULFA inside 23 years of glorious struggle does care a little towards so-called intensive army offensive, yellow propaganda, brutality and so forth. ULFA will revitalize its struggle in the wake of past experiences and according to the demand of new days.

Conversely, it doesn’t necessarily mean that our door to enter for a peaceful political solution has been closed. But before peeping towards a negotiation table occupation India must conform to our already set preconditions. These are the guarantee clauses to up-keep our hope, honor and sincerity.

In practice, we have been visualizing dishonor and insincerity from the part of occupation India that have been shattering our hope for a peaceful resolution of the Indo-Assam conflict every moment. For example, India government even fails to accomplish the Memorandum of Understanding signed with the erosion-affected people of 28 villages of Rohmoria! Our preconditions are germinated from such type of hundreds of cheating and insincere examples set by occupation India in the name of tackling problems.

Occupation India has been now trying to drench the unique society of Assam with Indian water and in consequence the name of our legendary heroes and unique cultural elements are forcefully amalgamated along with the tailpiece of Indian historical and cultural events to fulfill the evil desire. At the very eve of 2003, ULFA urges the conscious society of Assam to check such Indian activities. All these strategies are zeroed in to stain our great cause. We do hope that constructive criticism and hearty inspiration of the people will provide us the strength necessary to overcome all the Indian cunning strategies and brutal tactics in the coming days.
