Well your media decided to report on that incident didn't they? They felt that it was news worthy development so I'm just sharing the video clip.
you dont have to worry about india. every little negative thing that happens here is religiously reported by the pakistanis and chinese. for eg, today a pilot let a hostess sit in his seat and voila! we have this thread:

This happens more ofthen than you think, like the lady says. The fact that few of them laughed at poor tourist confirms that its an accepted behaviour.
And no, it does not happen everywhere. A chinese tourist is unlikely to be picked upon in India or many asian countries.
