2. blacklisting of all Indian companies engaging in illicit drug manufacture from receiving Chinese materials or IP including chemicals, industrial automation, tube/pipe fittings, etc. and requiring all Indian businesses engaging in import of said items to certify that these items will not be used for military or illicit drug purposes, including contractual agreement to random audits. if they refuse, no business.

3. issuing international arrest warrants for any Indian executive of counterfeit pharmaceutical companies as traffickers in illegal drugs.

This might not stop all Indian manufacture of illicit drugs, but will deter many and increase the cost of doing so for the rest, as well as keep dangerous counterfeit medicine inside India and away from the rest of the world.
and what international law would allow China to link its vaccine to Indian withdrawal?

Even to imagine that there is a law that can withstand international arbitration - then India can also use the same precedence to link the Chines Mobile companies (India is the 2nd largest market of them) presence in India to Chinese withdrawals or US using the same logic for Chinese companies for their withdrawal from South China Sea ..

Chinese vaccines are being made by private corporations. Those corporations have the right to decide who to do business with. If GoI does not offer appropriate incentives, then naturally India will receive lower priority. In addition there have to be incentives to build up i.e. cold chain storage infrastructure, distribution costs, translation costs, training costs... you understand that a vaccine is very expensive to develop, and it is only right for the manufacturers to be justly compensated.

If India were to withdraw from Ladakh, the Chinese government may, in the spirit of cooperation, give certain incentives and compensation for India's vaccine priority to be raised. The costs will remain, but the Chinese government may bear some of them.

If Indian manufacturers illegally attempt to appropriate Chinese IP, they will be punished in accordance with norms established by the US, which include lawsuits, sanctions, placement on entity lists, certification requirements, regulatory warnings, etc.
