As floods crisis spreads, Modi offers assistance to Pakistan - World - DAWN.COM

Indian Prime Minister Narendra Modi expressed anguish at the loss of lives and property caused by floods -- the worst in 60 years -- and said he was ready to provide Pakistan assistance in tackling the disaster.

A report published on the Deccan Chronicle website quoted Modi as saying, "In this hour of distress, the government of India is ready to provide humanitarian assistance to those areas if the Pakistan government needs it."

This humanitarian gesture by Modi comes against the backdrop of his visit to Indian-held Kashmir, following the devastation caused by massive flooding in the Jhelum river. Declaring the Jammu and Kashmir floods a "national level disaster", Modi called upon other states to pitch in with relief assistance.

The Indian prime minister said Rs200,000 (Indian rupees) will be provided to the next of kin of each person whose life has been lost in the calamity and Rs50,000 would be provided to each person who is grievously injured.

Floods spread

Landslides and flash floods triggered by heavy monsoon rains have killed nearly 300 people in large swaths of northern India and Pakistan.
The flooding has submerged villages and ruined crops with over 2,500 villages partially or completely submerged across the area, while thousands of people are stranded on rooftops waiting to be rescued.

Rescuers in both countries were using helicopters and boats to try to reach tens of thousands of people stranded in their homes as floodwaters rose and submerged many villages.
More than 4,000 homes across Pakistan have collapsed, rendering thousands of people homeless.

Pakistan's armed forces and civilian rescuers have mounted a massive operation using helicopters and boats to get villagers to safety.
Pakistan and India suffer widespread flooding each year during the monsoon season, which runs from June through September. In 2010, flash floods killed 1,700 people in Pakistan.

Pakistan’s chairman of the Indus Water Commission, and the head of the Indian organization that operates the Baglihar dam on the Chenab river, have both debunked reports in a section of the Pakistan media, which had alleged that current floods in Pakistan have been worsened because Indian authorities opened the gates of the Baglihar dam.

The Chenab flows into Pakistan downstream of the Baglihar project site in India. It is a major river of the transboundary Indus basin, over which India and Pakistan entered into the Indus Water Treaty in 1960.

Asked if it was true that floods in the Pakistan stretch of the Chenab were due to release of water from the Baglihar dam in India, Mirza Asif Baig – chairman of the Indus Water Commission – told thethirdpole.net, “No, these floods are caused by rainfall in the basin of the Chenab river.”

The Indus Water Commission – with co-chairs from Pakistan and India – looks after the implementation of the Indus Water Treaty.

A similar reaction came from India.

“Where is the question of opening the dam gates in a run of the river hydroelectric project,” Mehraj Ahmad Kakroo, Managing Director of Jammu and Kashmir State Power Development Corporation (JKSPDC), told thethirdpole.net when asked to react to the media reports. “The gates are not closed at all. Except in mid-summer when the water flow is at its minimum, they are kept open all the time.”

JKSPDC runs the Baglihar hydroelectric project, of which the first two phases have been built, and are generating power. Kakroo, the head of the corporation, said on the morning of September 6, “We are constantly monitoring the water flow in the Chenab at the dam site. The average flow at this time of the year (early September) is 2,400 cumec (cubic metres per second). Due to the heavy rain, the flow has now gone up to 3,200 cumec, but that is not enough to cause flooding downstream.”

Both upstream India and downstream Pakistan are facing a serious flood situation in the Indus basin, due to heavy rain in the Himalayan region from September 4.

Ah yes, the floods were also Modi's fault. Yes I forgot that Zaid Hamid tweeted so earlier today, and was posted on the forum. How silly of me.

BTW there is a secret you don't know - Modi also caused the 2005 earthquake, by repeatedly jumping up and down and shaking the earth.

Modi should build the dams in Pakistan if he really wish to help Pakistan. Other than that he won't be able to convince Pakistanis.He should cover up our faults if he is a true friend (pun intended)

already investing thank u for ur concern....by the way wen is ur country investing in building dams for flood control purpose ???

for the last ten days it was all over media that people are dying over here coz of floods....dun u guys watch the news channels or use weather satellites(i dun think so ) ????

u guys could have taken necessary steps....like evacuations ...while our dams were holding the waters as long as they could......if it were not these dams...more people could have died down the river in pakistan
